IntroductionThe purpose of this Request for Proposals (RFP) is for Washington County to secure services for StructuralEngineering Services and Consulting, primarily focused on Building Enclosures. The County is seeking a five-year contract not to exceed $175,000. These services will go through the RFP solicitation process every five(5) years at minimum.1.1. Background InformationWashington County, Minnesota is the fifth most populous county in Minnesota with a diverse population,including longtime residents, young professionals and families, and new immigrant communities. Over thelast 20 years, Washington County has experienced rapid growth from a rural, farming community to anexpanding urban area.The County was established in 1849 and has the powers, duties, and privileges granted counties by statelaw, codified in Minn. Stat. § 373. The County serves an area of 423 square miles, with an estimatedpopulation of 262,748. The County’s fiscal year begins on January 1 and ends on December 31. The County isgoverned by a five-member County Board of Commissioners representing separate districts. In addition, theOffices of County Attorney and Sheriff are elected on a countywide basis.The County offers a full range of services including property tax administration, law enforcement andcorrections, public works, parks, solid waste management, library, community health, county extension,human resources, courts, and general administration. The County employs approximately 1,400 employees.Public Works, Building Services Division manages over twenty buildings throughout the County, varying inage from the Historic Courthouse, built in 1870 to new construction.1.2. Scope of ServicesThe successful Contractor will have the ability to perform all the functions below. Contractors who cannotprovide the full range of requested services may submit a proposal, but must clearly note any services listedin this request which would not be provided. Contractors are also encouraged to highlight any services forwhich they possess particularly notable qualifications.2.1. Mandatory ServicesThe successful Contractor will have the ability to perform all the functions under mandatory services at allWashington County buildings.Structural Engineering consulting and engineering including but not limited to:• Failure investigation, including insurance investigation• Structural condition assessment• Repair and Retrofit Design• Construction Support• Materials Evaluation and Testing• Façade Assessment• Roofing and Waterproofing evaluation and design• Building Enclosure Testing• Building Sciences• Design Review2.2. Other RequirementsResponding firms should employ professional licensed structural and civil engineers.Responding firms should employ professional licensed architects.Responding firms should indicate whether they subcontract materials testing or if that is performed inhouse. If a sub-contractor is used, specify the name of the firm or firms used.It is desired but not required that the chosen vendor has staff that is an Accredited Building EnclosureProcess Provider (BECxP), an Accredited Commissioning Authority and Building Enclosure (CxA + BE) or hasother certifications indicating specialization in Building Enclosure Engineering and/or Architecture.2.3. Optional ServicesThe County may request additional optional services. Contractors shall indicate if they provide additionalservices that may be of interest to the County and highlight any particularly notable qualifications orexperience with these services.Services that Washington County considers optional are:• Drone Services• Respondents may describe other services for which they feel the County may have a need for.3. Proposal ContentThe following will be considered minimum contents of the proposal and must be submitted:Page |4Structural Engineering Services3.1. Cover LetterIntroduce the Contractor submitting the proposal and state the Contractor’s understanding of the services.Include name, address, telephone number, and email address of at least two contact persons, listing theprimary contact first, as well as the names of any others participating in the proposal.3.2. Services SummaryProvide details on your ability to meet each of the required services listed in Section 2.1.Contractor should indicate in their response their capacity to handle multiple projects at once. Contractorshould describe their project approach.3.3. Qualifications and ExperienceProvide demonstrated qualifications and experience that proves the ability to perform the services andmeet the requirements of this RFP. Include key team members’ backgrounds and related experience,including areas of specialty, education, and licensing.Indicate if you intend to sub-contract out any of the required services. If sub-contracting will be done,provide information on the sub-contractor including resumes of relevant staff.3.4. Fee ScheduleProvide all costs associated with the proposed contract for services in a complete and understandable form.Itemize out hourly rates for labor.3.5. Sample PortfolioProvide a sample portfolio of five representative projects. Projects should be chosen to show the variety ofservices required by the County.3.6. ReferencesProvide three references for organizations currently utilizing your services that are similar in size and withsimilar needs as Washington County. If possible, include at least one reference from a public entity such as aunit of government, school district or university. Include agency name, contact name, email address, phonenumber, and a brief description of the services you provide.3.7. Appendix A – County’s Standard Terms and ConditionsSubmit a signed Appendix A as the Contractor to whom the contract is awarded shall be required to complywith the terms and conditions contained therein.3.8. Conflict of InterestThe Contractor must identify any potential conflict of interest it may have with the County or any otherparty or entity that may be affected by the terms of this RFP and responsive proposals. The Contractoragrees that, should any conflict or potential conflict of interest become known, it will immediately notify theCounty of the conflict or potential conflict, and will advise the County whether it will or will not resign fromPage |5
