The City of Springfield, MO (Owner) has established a contract performance time of one hundredforty-four (144) calendar days from the date of the Notice-to-Proceed. All project work shall be substantiallycompleted within the stated timeframe. This project is subject to liquidated damages as prescribed in the projectmanual.Bid Guarantee. Each bidder must furnish a bid guarantee equivalent to 5% of the total bid amount. This may bein the form of a bid bond or a certified check payable to the The City of Springfield, Missouri. A bid guaranteeprovides assurance to the sponsor that the prospective bidder will honor its submitted bid and will execute a contractif selected as the successful bidder. The bid guarantee amount must include the total bid amount.Bonding Requirements. The successful bidder must furnish a separate performance and payment bonds each in anamount equal to 100% of the contract price at the time of contract execution.Award of Contract. All proposals submitted in accordance with the instructions presented herein will be subject toevaluation. Bids may be held by the City of Springfield, Missouri for a period not to exceed one hundred twenty(120) calendar days from the date of the bid opening for the purpose of conducting the bid evaluation.Award of contract will be made to the lowest aggregate sum proposal submitted from those bidders that are confirmedas being responsive and responsible and whose bid conforms with all the terms and conditions of the Invitation forBids & Instructions to Bidders. The City of Springfield, Missouri reserves the right to select any one bid which inthe judgment of the Owner, best serves the Owner’s interest, to reject any or all bids and to re-advertise this solicitationat a later date. The City may waive any irregularities in the bid and make awards that are in the best interest of theCity. .The City of Springfield, Missouri has applied for federal assistance to fully fund this project. Award of a contractto a bidder is contingent upon the FAA concurring in the award to the successful bidder and providing a federal grantto the City of Springfield under the Airport Improvement Program (AIP).Additional Contract Provisions:Modification to the project documents may only be made by written addendum by the Owner or Owner’s authorizedRepresentative.The proposal must be made on the forms provided within the bound project manual. No bid will be considered unlessthe bidder is on the official plan holder list held by the Engineer. Bidders must supply all required information priorto the time of bid opening.Federal Provisions:This project is subject to the following Federal provisions, statutes and regulations, some of which are listed below inthe Notice to Bidders. Disadvantaged Business Enterprise – 49 CFR Part 26: The requirements of 49 CFR Part 26 including anyamendments thereto apply to this contract.
