Walker, CPCMAssistant Purchasing AgentDate: April 27, 2026STATE LOBBYING SERVICESRequest for Proposal (RFP) RFQ 697003Page 2 of 44STATE LOBBYING SERVICES1.0 PURPOSEThe intent of this Request for Proposal (RFP) is for the County of Loudoun, Virginia(County) to solicit proposals from highly experienced firms to assist the County withits legislative program and state initiatives, throughout the calendar year.The County intends to award one (1) Contract as a result of this RFP.2.0 COMPETITION INTENDEDIt is the County's intent that this RFP permits competition. It shall be the Contractor'sresponsibility to advise the Purchasing Agent in writing if any language, requirement,specification, etc., or any combination thereof, inadvertently restricts or limits therequirements stated in this RFP to a single source. Such notification must bereceived by the Purchasing Agent not later than fifteen (15) days prior to the date setfor acceptance of proposals.3.0 BACKGROUND INFORMATIONThe County of Loudoun, Virginia is the third-most populous county in theCommonwealth of Virginia with an estimated population of 462,063 and one ofthe highest median household incomes in the United States. Loudoun is home tokey landmarks and employers, including Dulles International Airport, theheadquarters of the National Football League’s (NFL) Washington Commanders,as well as many major organizations like Northrop Grumman, Howard HughesMedical Institute, and Telos. Loudoun is home to over 50 million square feet ofdata centers and has a robust rural economy that includes food production, equineactivities, and many craft beverage locations. Loudoun is also served by the SilverLine of the Washington Metro providing citizens with convenient access to ourNation’s Capital.The County government is seated in Leesburg, Virginia and operates under thetraditional County Administrator/Board of Supervisors form of government. Thereare nine (9) elected Board members including a Chair who is elected at large.There are seven (7) incorporated municipalities (towns) within boundaries ofLoudoun County, Virginia, and multiple unincorporated areas including largeplanned urban developments. More information including a complete demographicprofile may be found on the County’s website at www.loudoun.gov.The County prepares an annual legislative program that outlines the priorities(including budget priorities), legislative initiatives, administrative initiatives, andpolicy issues of importance to the County. The current legislative program can befound at www.loudoun.gov/legislative. This program, approved by the Board ofSupervisors, is developed by the County’s Legislative Liaison in consultation withthe contractor. The Legislative Liaison serves as the County Administrator’srepresentative on legislative issues.STATE LOBBYING SERVICESRequest for Proposal (RFP) RFQ 697003Page 3 of 44The County has significant interest in the legislative and budget activities of theVirginia General Assembly each session. This requires an on-site consultant(s) orfirm in Richmond during the General Assembly Session, including specialsessions, to assist the Legislative Liaison of the County in monitoring and lobbyingfor bills; budget actions; and legislative studies as well as attend or coordinatemeetings. The Contractor would perform services between General AssemblySessions at the direction of the County, including assisting the County withcommunicating with the Administration and executive agencies. The Countyactively participates in the Virginia Association of Counties (VACo) and the VirginiaMunicipal League (VML) and is a member of both the Northern VirginiaTransportation Authority (NVTA) and Northern Virginia TransportationCommission (NVTC).4.0 CONTRACTOR’S MINIMUM QUALIFICATIONSContractors must demonstrate that they have the resources and capability toprovide the materials and services as described herein. All Contractors mustsubmit the documentation indicated below with their proposal. Failure to provideany of the required documentation shall be cause for proposal to be deemed non-responsible and rejected.The following criteria shall be met in order to be eligible for this contract:4.1. Offerors must provide evidence that they have been in business providingsimilar services for at least the last five (5) years.5.0 SCOPE OF SERVICESAll proposals must be made on the basis of, and either meet or exceed, therequirements contained herein.5.1 Services to be provided by the Contractor include, but are not limited to, thefollowing:A. Assist the County of Loudoun Board of Supervisors (“Board”) in theformulation of its state legislative program for the upcoming VirginiaGeneral Assembly sessions prior to the session opening to include:1. Working with the County’s Legislative Liaison in identifyinglegislative or administrative issues and/or strategies indepartment or agency functional areas for the Board’s draftlegislative program;2. Assisting the legislative liaison in vetting legislative initiativesproposed by the Board and departments; and3. Working with the Legislative Liaison to finalize all positions inconjunction with the Board’s Legislative Contacts (currentlyChair-At-Large and Vice Chair of the Board) to achieveconsensus, where possible.STATE LOBBYING SERVICESRequest for Proposal (RFP) RFQ 697003Page 4 of 44B. Assist the Legislative Liaison with obtaining sponsors and co-sponsorsfor legislation, when and where feasible, for all bills that are part of theCounty’s adopted legislative program.C. Work with members of the General Assembly to ensure that legislationreflecting the Board’s legislative initiatives is drafted and filed to meetsession deadlines.D. Assist the Legislative Liaison with monitoring all pertinent legislationthroughout the regular and special legislative sessions of the VirginiaGeneral Assembly including but not limited to bills that are part of theCounty’s legislative package and those that impact the County fiscallyand operationally.E. Actively lobby Virginia General Assembly members and officials prior,during and post–session; executive branch and legislative officialsincluding but not limited to elected officials, staff, and appointed officialsand other persons as required.F. Testify on behalf of the County before committees and subcommitteesof the House of Delegates and the Senate regarding the County’slegislative initiatives and positions on specific legislation as directed bythe Legislative Liaison.G. Maintain effective communications as appropriate and as necessary topromote the Board’s legislative program for the entire Contract period,including but not limited to the following individuals and/ororganizations:1. The Board’s appointed Legislative Contacts;2. The County’s legislative liaison and County AdministrationStaff;3. The County’s delegation to the Virginia General Assembly;4. The Northern Virginia Regional Legislative Liaisons;5. The County’ Constitutional Officers, Officers of the Court,Administration, and other Department and Agency Staff;6. Virginia Association of Counties Staff;7. Virginia Municipal League Staff;8. Coalition of High Growth Communities; and9. Transportation agencies such as the NVTA and NVTC.H.
