ROAD DEPARTMENTINVITATION TO BID
TUMALO RESERVOIR RD IMPROVEMENTBids will be received, until but not after, 2:00 p.m. on December 17, 2025, at which time all bids for the above-entitled public works project will be publicly opened and read aloud at the Deschutes County Road Department, 61150 SE 27th Street, Bend, Oregon 97702.
The Class of Work of this Project is a combination of Earthwork and Drainage or Asphalt Concrete Paving and Oiling. The value for this Contract is estimated to be between $5,400,000 and $6,000,000. The Work will consist of, but not be limited to, the following:
- Install and maintain temporary traffic control.
- Perform earthwork and full-depth reclamation.
- Construct new aggregate base and shoulders.
- Construct new asphalt concrete pavement.
- Construct stormwater drainage facilities.
- Install new guardrail.
- Install new permanent signs and pavement markings.
- Install fences and mailbox supports.
- Perform additional and incidental work as called for by the specifications and plans.

Email submissions will not be considered. Bidders who wish to submit apaper bid shall notify the Agency Contact, in writing, a minimum of forty-eight (48) business hours prior to the bidclosing date and time. Bidders who submit a paper bid proposal but do not provide the required notification will bedeemed non-responsive.Bidders shall register a vendor account using the BidLocker website at https://bidlocker.us/Account/Signup andregister with Deschutes County on the BidLocker platform in order to submit an electronic bid. BidLocker vendorregistration is free of charge. If technical assistance is needed, please contact BidLocker at 267-225-1407 and/orhelp@bidlocker.us. Bidders are encouraged to allow extra time to ensure proposals are uploaded by the deadline.Bidders shall include a Bid Security in the form of a Bid Bond or Cashiers Check for the minimum amount of 10% ofthe Bid Price. A scanned copy of the Bid Security shall be uploaded to the BidLocker website along with the bidsubmission. Within forty-eight (48) business hours of the bid closing date/time listed above, a hard copy of the BidSecurity shall be delivered to the Deschutes County Road Department at the address listed above in a sealedenvelope plainly marked “BID SECURITY FOR TUMALO RESERVOIR RD IMPROVEMENT” and with the nameand address of the bidder.Bidders must submit a Subcontractor Disclosure Statement. The subcontractor disclosure statement shall beprovided prior to 4:00 p.m. on December 17, 2025, either by uploading to the BidLocker website in a separate bidstage, or by delivering a hard copy to the Deschutes County Road Department, 61150 SE 27th Street, Bend, Oregon97702.Because the work called for under this contract is for a public works project subject to state prevailing rates of wageunder ORS 279C.800 to 279C.870, submission of a bid certifies that the bidder will comply with ORS 279C.838 andORS 279C.840. Each bid must contain a statement as to whether the bidder is a resident bidder, as defined in ORS279A.120. Vendors shall use recyclable and/or sustainably sourced products to the maximum extent economicallyfeasible in the performance of the contract Work set forth in the Solicitation Documents.A1 – INVITATION TO BIDBidders shall be prequalified with the State of Oregon for the Class of Work stated above in accordance with ORS279C.430 through 279C.450 and Deschutes County Code 12.52.020.
