Bid Title: Phase III Construction Engineering Services RFQ for Reinking Road & Damisch Road Roundabout Reconstr
Category: Request for Qualifications (RFQ) Status: Open Description: The Village of Pingree Grove is seeking Statements of Qualifications from professional engineering service firms interested in providing construction engineering services for the Reinking Road and Damisch Road Roundabout Reconstruction project in Pingree Grove, Illinois.
The project will span approximately 0.25 miles and is focused on the reconstruction of the existing Reinking Road and Damisch Road roundabout located in downtown Pingree Grove. The existing roundabout will be reconstructed to address the geometric deficiencies of the existing mini roundabout. Additionally, the project will add pedestrian accommodations including new sidewalks and multi-use path including an at-grade crossing of the Canadian Pacific Kansas City (CPKC) railway. The project will also include drainage improvements, landscaping improvements, lighting improvements, signage and striping improvements, and all incidental and collateral work necessary to complete the project as described herein.
The project will be constructed using a combination of Surface Transportation Urban (STU) funds and State Motor Fuel Tax Funds. Phase III construction engineering services will be funded using both Surface Transportation Urban funds and State Motor Fuel Tax Funds. The project will be placed on a state letting with an anticipated letting date of September 18, 2026. Construction will not be expected to begin until 2027. Construction will be expected to be completed before the end of 2027. The preliminary estimated cost of construction for the reconstruction of the roundabout and all related items is approximately $3,800,000.
The anticipated date for firm selection is Monday, June 1, 2026, and the anticipated award date is Monday, June 15, 2026. Instructions and specifications are available on the Village of Pingree Grove’s website. https://www.villageofpingreegrove.org/bids.aspx .

The selected consultant will provide the Resident Engineer (RE) and necessary techniciansrequired to support construction engineering services. Provide quality control of theconstruction through full-time inspection, interpretation, and enforcement of the contractdocuments, IDOT Standard Specifications, and CPKC Guidelines. The RE and techniciansmust be certified in IDOT Documentation.2. The RE will serve as the Village’s liaison with the residents and local businesses and willattempt to resolve all issues in the field.3. Review and complete relevant tasks on IDOT’s Construction Inspector’s Checklist forContract Administration. Review the plans and contract documents in depth to understandall aspects of the project and design intentions. Review existing record drawings as necessaryto understand the project site.4. Prepare a project contact list with contact information for all contractors, subcontractors, andsuppliers for the project.25. Conduct a pre-construction meeting with the contractors, Village staff, utility companyrepresentatives, CPKC staff, IDOT, and other project stakeholders.6. Provide verification of the contractor’s construction staking and layout.7. Coordinate and communicate project details, schedule, submittals, and final inspection withVillage staff.8. Measure, compute, and document pay item quantities. The IDOT Construction & MaterialsManagement System (CMMS) is to be used to document the project. CMMS is the web-based record keeping system created by IDOT to replace the Illinois Construction RecordsSystem (ICORS). The consultant must be approved and trained in its use.9. Maintain a daily record of the contractor’s activities throughout construction using fieldbooks and a diary. The records should include sufficient information as to the nature andcost of all plan changes and extra work orders. No project changes or extra work orders willbe authorized without prior approval from the Village Manager.10. Prepare and submit all partial and final pay estimates, change orders, records,documentation, and reports in the required number of copies.11. Conduct weekly progress meetings between the Village, contractor, and any other necessarysub-contractors and stakeholders. The RE will provide agendas and meeting minutes for allattending parties. A weekly progress report will be provided to the Village at the progressmeeting.12. Inspect, document, and inform the contractor and the Village of the adequacy of theestablishment and maintenance of traffic control. Perform all necessary traffic controlchecks, document any deficiencies, and provide reports to the contractor and Village.13. Enforce the Storm-Water Pollution Prevention Plan (SWPPP) to ensure compliance with theIEPA NPDES Permit.14. Assist in utility relocation coordination during construction.15. Perform Quality Assurance (QA) Material Testing in conformance with IDOT requirementsfor QC/QA Material Testing. A material testing sub-consultant may be used to fulfill thisrole.16. Develop and ensure completion of a punch list for all items of the project and the contractor’swork.17. Perform final inspection with Village staff, IDOT, the contractor, and all applicable parties.Verify completion of all work, coordinate contractor close out, and provide arecommendation of acceptance to the Village.18. Provide two (2) hard copies and one (1) electronic copy of the construction drawings andrecords detailing the “as-built” conditions.MINIMUM QUALIFICATIONSOnly those firms which meet the following qualifications will be considered for selection:1. Licensed to practice as a Professional Engineer in the State of Illinois.2. Licensed to practice as a Land Surveyor in the State of Illinois.3. Registered and authorized to do business in the State of Illinois.4. IDOT Prequalified in the following categories:(The Prime may satisfy some IDOT prequalification requirements through subconsultants ifnecessary.)a. Special Services – Construction Inspectionb. Special Services – Surveying3SUBMITTAL REQUIREMENTS AND EVALUATION CRITERIASelection will be in accordance with IDOT’s State Required QBS Procedures using State, MFT or TBPFunds to promote open competition by advertising, ranking, selecting, and negotiating contracts based ondemonstrated competence and qualifications for the type of engineering and design related services beingprocured, and at a fair and reasonable price.Firms are to submit a written Statement of Qualifications which presents the firm's qualifications andunderstanding of the work to be performed. The evaluation criteria and weighting for this project is asfollows:• Technical Approach (20%)• Firm Experience (15%)• Specialized Expertise (10%)• Staff Capabilities (Prime/Sub) (30%)• Workload Capacity (15%)• Past Performance (10%)A selection committee comprised of staff from the Village of Pingree Grove will evaluate all Statements ofQualifications (SOQ). SOQs will be reviewed, evaluated, and scored using the criteria defined above. Basedon scores, firms will be selected for interviews. Interviewed firms will be evaluated and scored using thecriteria defined above and the highest scoring firm will be selected for contract negotiations. If a contractcannot be successfully negotiated, the next highest scoring firm will be contacted for contract negotiations.The contract award will be made by the Village of Pingree Board of Trustees, and their decision will befinal.The following minimum information shall be provided in the Statement of Qualifications:1. Name, size, and brief description of the firm, including the same information for any proposedsubconsultants. If subconsultants are anticipated, describe the role proposed for each firm orconsultant involved in the project, and the approximate percentage of work assigned to each.2. Location of offices for the firm and for proposed subconsultants, and the office location responsiblefor managing the project.3. Name, address, e-mail, and phone number of a contact person responsible for and knowledgeableof the submittal.4. Resumes of key personnel anticipated being available for this project, including an organizationalchart showing their proposed role on the project and firm affiliation (if more than one firm isinvolved). Resumes shall include related project experience and the individual’s role on eachproject.5. A project approach.6. Descriptions of similar projects the firm has provided construction engineering services for withinthe last seven (7) years. Provide client name and contact for each project. Please indicate the rolethat key personnel played on each project.7. Reference List which shall include client name, contact person, current telephone number, projectdescription and location, description of services provided, and key personnel involved.8. Listing of current commitments and availability of firm and key staff members.9. A summary of any specialized experience, qualifications, or unique capabilities applicable to thisproject that you feel is important to the success of the project (please review the selection criteriaincluded in this document).10. Cost control and project management approach.11. Listing of firm IDOT prequalifications.4VILLAGE RESPONSIBILITIESThe Village of Pingree Grove will perform or provide the following for selected firm.1. The Village will provide the copies of preliminary construction plans and specifications.2. The Village will attend project meetings to be held at the Village Hall. During each meeting, keyelements of the project shall be identified including progress, schedule, submittal review, valueengineering options and other relevant issues.TENTATIVE SCHEDULEThe following projected timetable should be used as a working guide for planning purposes.
