THIS PROJECT IS BEING ELECTRONICALLY BID AND HARD COPY BIDS WILL NOT BE ACCEPTED. Please review the instructions in the bid documents on how to register as an electronic bidder. The bids are to be prepared and submitted at www.biddocsonline.com.

The City through its Department of Capital Assets and Construction is seeking bids from qualified firms to enter into an agreement for the renovation of the existing Franconia Golf Course Café. Renovations will include replacement of the HVAC system, a new electrical service, new kitchen equipment, new finishes in the Dining Room & Kitchen and a new curtain wall. Estimated cost of the project is Two Million Dollars ($2,000,000.00).

Bids for Prime/General Contractor will be received until 2:00 PM on October 23, 2024, publicly opened, forthwith online.

Filed sub-bids for the trades listed below will be received until 12:00 PM on October 16, 2024, and publicly opened, forthwith online.

The City of Springfield, invites electronic bids from Prime Contractors and Filed Sub-Bidders through biddocsonline. Bidding procedures are per Massachusetts General Laws Chapter 149 as amended and other applicable statutes. Chapter 149 requires that the Prime/General Contractor be certified by the State Division of Capital Asset Management in the category, “General Contractor.” Filed sub-bidders must be DCAMM certified for the trades listed below, and bidders must include a current DCAMM Sub-Bidder Certificate of Eligibility and signed DCAMM Sub-Bidder’s Update Statement.

SUBTRADES

Resilient Tile Flooring, Painting, Plumbing, HVAC, and Electrical. The Sub-Bidders will be required to pay Prevailing Wages whenever applicable.

Site Visit: Bidders are strongly encouraged to attend a site visit at 619 Dwight Rd, Springfield, MA 01108 scheduled for October 9, 2024 at 10:00 AM. Contact: Jim Hanifan, Project Manager Caolo & Bieniek Associates, Inc., JHanifan@cbaarchitects.net, with inquiries concerning the pre-bid site visit. This meeting will provide an opportunity for interested parties to inspect the site and all particulars and resolve questions regarding the scope of work, existing conditions and the specifications.

Bid Forms and Contract Documents will be available October 2, 2024 at www.biddocs.com (may be viewed electronically and downloaded at no cost) or hard copies may be purchased at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167).

Questions must be submitted in writing to the City (nwalker@springfieldcityhall.com) by close of business on 10/10/24 for filed sub bidders and by close of business on 10/16/24 for general bidders in order to be considered. The City of Springfield goal of twenty percent (20%) MWBE participation applies. Massachusetts Division of Occupational Safety Prevailing Wage rates may apply. The Chief Procurement Officer/Designee reserves the right to waive any informality in, or to revoke, any or all bids, if in the public interest to do so.
