DESCRIPTIONThe City of Alhambra is soliciting proposals to provide design engineering services for Alhambra Citywide Priority Pedestrian Improvements Project.
This project was identified and awarded LACMTA Measure R funding through the SR-710 Mobility Improvement Projects (MIPs), which were established by reallocating funds from the SR-710 North Project to citywide mobility improvements. The project advances the goals of the SR-710 Gap Closure Project by implementing the pedestrian priority zones recommendations outlined in the City’s Walk, Bike, Move Alhambra! Active Transportation Plan .
The improvements in this Request of Proposals are consistent with the pedestrian priority zones recommendations in the City’s Active Transportation Plan, help inform design feasibility and specifications, and position the City for the next phase of construction. Ultimately, these enhancements will strengthen multimodal connectivity, make alternative transportation options more practical and appealing, reduce collisions, encourage walking, and promote a healthier community.
PROPOSED SCHEDULEThe city anticipates the project schedule to be as follows:
February 19, 2026 Distribution of Requests for Proposals March 2, 2026 Submit Written Questions to the City by email March 10, 2026 City’s Responses to Questions March 30, 2026 Proposals due no later than 11:00 a.m. March 31, 2026 - April 15, 2026 Review of Proposals and Interviews April 27, 2026 Contract Award by the City Council May 18, 2026 Execution of Contract and Notice to Proceed The City of Alhambra reserves the right to adjust this schedule as necessary.
SUBMITTAL DEADLINE AND PROPOSAL CONTENTSProposals are due by 11:00 A.M. on Monday, March 30, 2026. Please submit one (1) original of the proposal and a digital copy on a USB. Cost proposal shall be submitted under a separate cover indicating on the envelope “Sealed Cost Proposal-Do Not Open with Regular Mail.”

First Street, Alhambra, CA, 91801. Indicate on the Sealed Envelope –Do Not Open with Regular Mail.Copies of the cost proposal shall be submitted under a separate cover, in a sealed envelope, properlylabeled as stated under Item 11 under “Proposal Elements”, and shall be delivered or mailed to the sameaddress shown above on the same day and time with the project Proposal. Facsimile or e-mail submittalswill not be accepted. The proposing firm should provide the City with an original, an electronic copy ofthe proposal (PDF), and the cost proposal (Original and electronic copy in Excel and PDF).All responses must be completed as required, signed by an official of the firm who is authorized to enterinto a binding agreement with the City on behalf of the company, and must be received in the place andby the time designated in this document.QUALIFYING EXPERIENCEThe consultant selected to perform the above-described work shall demonstrate proven experience insimilar projects in developing detailed engineering design plans, specifications, and estimates for taskslisted in this Requests for Proposal. The firms to be considered for this work effort shall have completedat least three (3) similar Projects to demonstrate the knowledge, administrative and fiscal capability toprovide and manage the proposed services.PROPOSAL ELEMENTSIn order to assist the selection committee in making a determination, the City requires that all Proposersadhere to the response format outlined below. Firms failing to meet this requirement will be negativelyevaluated. Missing sections or inadequate information presented may mean disqualification of thecompany from consideration. Responses shall be simply prepared, brief and to the point. Needlesslylengthy documents filled with extraneous material will not be favorably received.3Responses to this Request for Proposal shall include the following in this order:1. Cover Letter.2. Table of Contents.3. Introduction/ Executive Summary. Highlight the company’s unique qualifications andrelevant experience. Provide a matrix to summarize all deliverables in the proposal.4. Consultant understanding of the project and approach to the work. Include scope ofwork listing tasks, descriptions, methods, and techniques.5. A staffing chart by job description or title. Indicate which staff are in-house andwhich are sub-consultants.6. A description of the firm's and any sub-consultant’s experience relevant to theproject.7. Designation of Sub-Contractors/Sub-Consultants Form8. References Form. A listing of a minimum of three (3) clients for whom similar workhas been performed in the last five (5) years, including individual contact person, addressand phone number who is familiar with the project.9. Proposer Information Form.10. Cost Proposal Form shall be provided in a separate sealed envelope marked“Cost Proposal - City of AlhambraRFP2M25-26 REQUEST FOR PROPOSALS FOR CITYWIDE PRIORITYPEDESTRIAN IMPROVEMENTS PROJEСТ.”11. Cost Proposal: The Fee shall include a detailed breakdown of various major projectcomponents and major tasks in each component that the Proper will provide services. Ifthere are optional or out-of-the-box tasks, provide the fee separately. The Fee shall beprepared in Excel table format and show:• Consultant’s in-house staff hours, billing rates, total fees• Subconsultants staff hours, billing rates, total fees• Any mark-up consultant will apply to subconsultant costs• If the consultant is proposing a separate and additional mark-up to subconsultant fees(in addition to the fees the consultant is proposing for the overall projectmanagement, coordination and administration the consultant is required to providefor the project), such markup should not be shown as a simple % of the subconsultantfee, but a breakdown should be provided how the markup cost is calculated.• Direct reimbursable costs.12. Acceptance of Conditions Statement. This will be a statement offering the proposer’sacceptance of all conditions listed the Request for Proposals document. Any exceptionon the contractor’s behalf must be stated in the proposal including any exemptions toprovisions in Sample Contract.4
