Summary The Ohio Department of Medicaid is seeking to solicit bids from vendors that provide tools to conduct compliance testing, regarding the Americans with Disabilities Act (ADA) requirements, of ODM’s developed applications, dashboards, and external facing artifacts. Accessibility to ODM’s public-facing web applications is critical for ODM to effectively serve Ohio Medicaid enrollees. To achieve this, ODM seeks a vendor to provide a tool to conduct ADA compliance testing (“ADA Testing Tool”) of ODM’s public-facing web applications. Specifically, the vendor’s ADA Testing Tool will test ODM’s developed applications, dashboards and external facing artifacts to ensure they are in compliance with ADA requirements. Process It is ODM’s preference to award to a supplier on a State of Ohio enterprise contract. However, suppliers not on an enterprise contract may bid and may be considered.  The non-STS suppliers must be authorized by the manufacturer to provide the products on this solicitation to be considered for award. STS suppliers bid prices must be the same or lower than STS contract pricing. Please be sure to reference the State of Ohio enterprise contract number on bid. Bids should be submitted in the format prescribed by Ohio Buys. In addition, bidders must include a PDF copy of their bid on company letterhead , and should include the vendor e-mail and a contact number. All bids shall be good for a minimum of 90 days from the ODM solicitation closing date to be considered. Selection will be based on the lowest responsive and responsible bid. ODM reserves the right to make no award under this solicitation. ODM reserves the right to reject any and all bids, in whole or in part, received in response to this RFQ. ODM may cancel or reissue this RFQ for any reason. As part of their submissions, Offerors must include: 1) a bid with detailed information demonstrating their ability to meet the requirements outlined in this document; 2) proposed pricing; 3) a completed and signed Affirmation and Disclosure Form, attached to this solicitation as Exhibit 2. The Selected Vendor’s submitted Affirmation and Disclosure Form will be incorporated into the final, executed contract (See Attachment A in Exhibit 1).
