Project DescriptionAs part of the Ohio Department of Natural Resources (ODNR) ongoing Statewide Dam Rehabilitation Initiative, ODNR isrequesting professional engineering services to provide final design and construction stage services for statewide damimprovement projects at various ODNR facilities. Interim Risk Reduction Measures (IRRMs) will be implemented atJackson Lake State Park, Kiser Lake State Park, Grant Lake Wildlife Area, and Stonelick State Park in order to addresscritical deficiencies and reduce risk at these facilities prior to a comprehensive rehabilitation project. These improvementswill primarily consist of lake drain and gate improvements, spillway concrete rehabilitation, and erosion protection. Acomprehensive rehabilitation project is anticipated at Ross Lake Wildlife Area, including, but not limited to, replacement ofthe lake drain structure, spillway rehabilitation, toe drain improvements, and access improvements.As scope and associated costs are solidified, projects of similar types, scope, and budget may be added or removed asODNR initiatives and funding allow. The contract with the selected firm may be extended and amended to meet the goalsof the Statewide Dam Rehabilitation Initiative.While ODNR anticipates centralized services from the selected Consultant at the ODNR Fountain Square complex at 2045Morse Road, Columbus, Ohio 43229, travel will be necessary to complete the services. For the purposes of scoringproximity to project site, the ODNR Fountain Square complex will be considered the project site.B. Scope of ServicesThe scope of services may include, but is not limited to: topographical surveys of the dam sites, including upstream anddownstream areas; performance of geotechnical investigations of the dams and appurtenances to evaluate stability,seepage, and structural conditions; underwater inspections; lake drain inspections; conduit spillway inspections; structuralassessments; performance of hydrologic, hydraulic, and flood routing analyses for adequacy of and to provide alternativesfor meeting required discharge/storage capacities; recommendations of alternatives for rehabilitation of dams withassociated cost estimates; applying for and obtaining all applicable permits and approvals; and preparation or updates ofEmergency Action Plans (EAPs) and Operation, Maintenance & Inspection (OM&I) manuals. All work shall be performedin compliance with Ohio Dam Safety Rules and Regulations. Consultant shall coordinate the review, approval, andacceptance of the draft and final studies of each site with ODNR Dam Safety and ODNR Division of Engineering (DOE).The chosen firm will need to perform on-site research to obtain and locate files and supporting documentation pertinent tothe work. Other relevanthistorical reports, assessments, inspections, and as-built drawings will be provided only to awarded firms. Additionaldocumentation will not be provided during the initial RFQ or short-list phase of the selection process.The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarifywith the Owner and/or the Contracting Authority, the cost breakdown of the A/E Agreement detailed cost components toaddress the Owner’s project requirements. Participate in the Encouraging Diversity, Growth & Equity (EDGE) Program asrequired by statute and the Agreement.As required by the Agreement, and as properly authorized, provide the following categories of services: ProgramVerification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support,Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types.The Ohio Department of Natural Resources Division of Engineering has developed a set of design guidelines forconstruction projects. It is expected that all architects, engineers, consultants, and contractors will be familiar with thesedesign guidelines which will serve as the preference for all construction projects when developing final projectspecifications. A complete set of current guidelines are available at https://ohiodnr.gov/business-and-industry/services-to-business-industry/design-guidelines-all.Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services requiredfor each. A copy of the standard Agreement can be obtained at the OFCC website at https://ofcc.ohio.gov.During the construction period, provide not less than 40 hours (excluding travel time) on-site construction administrationservices each week, including (1) attendance at progress meetings, (2) a written field report of each site visit, (3) on-siterepresentation comprised of the A/E and its consultant staff involved in the primary design of the project, all havingrelevant and appropriate types of construction administration experience.For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (FormF110-330), below is a list of relevant scope of work requirements for this RFQ:1. Experience with assessment and design of lake drain structures and gate improvements.2. Experience with preliminary site investigation, master planning, assessments, and recommendations forrehabilitation alternatives and associated cost estimates on dam-related projects.3. Experience with hydrologic, hydraulic, and flood routing analyses on dam-related projects.4. Performance of structural analyses involving the integrity of concrete structures and spillways.5. Performance of geotechnical seepage and stability analyses for earthen embankments and abutments.6. Knowledge of Ohio Dam Safety Laws and Rules and of regulatory and permitting requirements for dam and waterresources related projects.7. Experience with surveying for dam-related projects including topographic, bathymetric, and boundary surveys.8. Experience in design and construction administration for dam rehabilitation projects.9. Development of Emergency Action Plans and Operation, Maintenance & Inspection manuals, in accordance withOAC 1501:21-21-04.10.
