  • 74 feet of new handrail

Bid Security & Bonding Requirements

• Bid Security: 10% of the bid amount

  • Must be a certified bank check or acceptable bid bond

  • Payable to Elk County Board of Commissioners

• Required Upon Award:

  • Performance Bond: 100% of contract price

  • Payment Bond: 100% of contract price

  • Maintenance Bond upon completion

Mandatory Inclusions

• Signed Non-Collusion Affidavit (included in contract documents)

• Documentation of MBE/WBE solicitations and commitments

  • Must be submitted with the bid

  • Absence of this documentation may result in rejection

Labor & Compliance Requirements

• Davis-Bacon Act wage rates apply

• Contract includes requirements for:

  • Prevailing wages

  • Nondiscrimination in hiring

  • Participation goals for:

    • Minority Business Enterprises (MBEs)

    • Women Business Enterprises (WBEs)

    • Section 3 residents and businesses

Reservation of Rights

• Elk County Commissioners and Borough of Johnsonburg reserve the right to:

  • Reject any or all bids

  • Waive informalities

• Bids may be held for up to 60 days post-opening for review and qualification verification
