REQUEST FOR PROPOSALS: FOR MANAGING DIRECTOR SERVICES
Morrow County Clean Water Consortium (Consortium) is an ORS 190 public entity that was created through a partnership between Morrow County and the Port of Morrow to address the groundwater nitrate contamination issue. The Consortium is requesting Proposals from a qualified professional, or firm, to act as the Managing Director for the Consortium. Interested parties should submit a proposal that includes all the information described in this RFP.

INTRODUCTION AND BACKGROUND1.1 IntroductionNitrate pollution in groundwater is particularly concentrated in the Lower Umatilla BasinGroundwater Management Area (LUBGWMA), which encompasses approximately 562square miles in northern Morrow and western Umatilla Counties, including themunicipalities of Boardman and Irrigon. Around half of the land area is under cultivation,and the region’s shallow alluvial soils allow infiltration of irrigation water, often carryinghigh concentrations of nitrate. In 1990, the Oregon Department of Environmental Quality(DEQ) declared a Groundwater Management Area in the Lower Umatilla Basin becausenitrate concentrations exceeded 7 mg/L (70 percent of the federal standard) in manygroundwater samples in the area.Elevated nitrate levels in drinking water can cause a wide variety of health problems forthose that drink it. Many residences in unincorporated Morrow County, outside of thereach of public water system services, depend on domestic wells that have elevated levelsof nitrates.The Consortium is an intergovernmental entity organized in early-2025 under ORSChapter 190 with the support of Morrow County and the Port of Morrow. The Consortium’sgoal is to promote access to safe drinking water throughout unincorporated areas ofMorrow County Clean Water Consortium by funding, developing, and building projects toresidences affected by nitrate contamination. In the first year, the Consortium receivedcommitments of over $5 million to apply to its goals.1.2 BackgroundMatt Jensen serves as both the Managing Director of the Consortium and theAdministrator for Morrow County. This procurement process is intended to replace Mr.Jensen as the Managing Director for the Consortium, increasing the Consortium’sadministrative and managerial capacity. The selected Consultant will take over Mr.Jensen’s position, although Mr. Jensen will continue to serve on the Consortium. Proposer2025 RFP – Managing Director Services3will also be expected to work with the Consortium’s consultant team – Ducote Consultingand GSI Water Solutions, Inc. – and Advisory Council.The Consortium will award a contract to the individual or firm which best meets the needsof the Consortium. The Consortium reserves the right to cancel this procurement or rejectany and all proposals received in accordance with ORS 279b.100 or to negotiateseparately with any source whatsoever in any manner necessary to serve the bestinterest of the Consortium. All proposals received after the date and time indicated above will not beopened or considered.2.4 Right to RetainMorrow County Clean Water Consortium reserves the right to retain all proposalssubmitted and to use any ideas in a proposal regardless of whether that proposal isselected. Submission of a proposal indicates acceptance by the Proposer of theconditions contained in this RFP, unless clearly and specifically noted in the proposalsubmitted and confirmed in the contract between Morrow County Clean WaterConsortium and the Proposer selected.2.5 Cost of Preparing ProposalMorrow County Clean Water Consortium will not pay any costs incurred by anyProposer in the submission or presentation of a proposal, or in making the necessarystudies for the preparation thereof.3. SCOPE OF WORKGeneral Position Summary:The Morrow County Clean Water Consortium (“Consortium”) Managing Directorcoordinates Consortium activities, on behalf of the Board, within established policy andbudget; plans, supervises, directs, and carries out the Consortium projects; and overseesconsultants.Essential Functions/Major Assignments:2025 RFP – Managing Director Services4• Develops, implements and evaluates Consortium programs, policies andprocedures to improve the effectiveness and efficiency of the Consortium.• Works with the Board and Advisory Committee to develop and present annualbudget request.• Identifies and coordinates grant and revenue generating opportunities to affect thegoals of the Consortium.• Reviews and approves purchase orders, construction standards, and plans andspecifications for systems improvements.• Prepare reports regarding Consortium activities and coordinate personnel andequipment needs.• Attend meetings and seminars as requested or directed.• Plan for and attend meetings of the Board of Directors; plan for and attend othermeetings as needed.Project and Network Development• Concept Development – Coordinate consultants in the development of proposedprojects• Pre-development Coordination – Facilitate initial planning/scoping meetings by pre-screening projects to determine the required types of permits, financing, and othernecessary resources.• Project Oversight and Risk Mitigation – Assist in independent verification andvalidation that Projects meet the terms of their agreements to ensure Projects areimplemented effectively and in compliance with approved plans.• Capital Improvement Project Assistance – Assemble capital improvement projectgroups by identifying the appropriate mix of public staff and professionalconsultants to assist with strategic planning, capital improvement projectmanagement, capital finance, auditing, and regulatory compliance.• Community Engagement – Execute strategic messaging and public informationthrough project websites, social media, public meetings/stakeholder engagement,written materials, and radio broadcasts.• Recruit qualified consultants, contractors and/or employees. Responsible for fullrecruitment process of all positions incorporating appropriate recruitment policiesand procedures and ensuring compliance with applicable State and Federallegislation.• Responsible for full supervision of Consortium consultants and contractorsincluding assigning and reviewing work, establishing work schedules, evaluatingperformance, training, and recommend compensation and corrective actions.Specific Job Knowledge, Skill and Ability:• Knowledge of water system improvement planning and development: budgeting,scheduling, permitting and construction, public works, including water systemmanagement, government budget and finance principles and practices.• Customer Service principles.• Must have the ability to assist Consortium consultants and staff in the performanceof their duties as workload and project levels dictate.• Must be able to communicate effectively with staff, public, contractors, and Board.• Must be able to effectively use the Microsoft Office Suite of computer programsincluding, Word, Excel, PowerPoint, and Outlook.2025 RFP – Managing Director Services5
