Request for Proposal:Purchase of Two All-Wheel Drive SUVsThe Plumas County Behavioral Health Department is committed to public safety and protecting thecommunity. The purpose of this Request for Proposal is to solicit bids from automobile dealerships forthe purchase of up to two (2) new or gently used 2025 or 2026 small to mid-sized SUVs sedans. Allvehicles that are submitted for this RFP must meet or exceed the specifications and requirements listedbelow.Scope of WorkEach vehicle submitted for this RFP/supplied after purchase must independently meet the followingspecifications and requirements:a. All regulations as listed in the State of California Vehicle Code, including but not limitedto California emissions standards.b. Bids shall be for the total purchase price per vehicle including all taxes and dealer fees.c.Exterior Color: Silver, Grey, Black or White onlyd. Four (4) Passenger doorse. Driver initiated or full-time AWD or 4WD.f.Automatic Transmissiong. Anti-lock brakesh. Traction Controli.Power Steeringj.Tilt Steering Wheelk.Power Windows with child lockout capabilityl.Rear Window Defrosterm. Air Conditioning/Heatingn. Air Bagso. Child safety door locksp. Rear back up cameraq. Remote Keyless Entryr.Bluetooth and Satellite Radio capableOther Minimum QualificationsLicensed Automobile Dealers only please. Price Quotations/Proposals for any vehicle fitting the above-listed general criteria will be considered by the Behavioral Health Department; therefore, there is nolimitation on the number of vehicle quotations/proposals any one dealer may submit for consideration.In addition to the above, any dealer participating in this process should be aware of the following:Dealers shall have all necessary licenses from the appropriate licensing agencies, and such licenses shallbe current and in good standing. The dealer shall provide copies of those licenses to the Plumas CountyBehavioral Health Department upon request.Contract TermThis Request for Proposal is for the purchase of two (2) new or gently used 2025/2026 small to mid-sizedSUVs. Upon purchase, the vehicle(s) must be delivered to the Plumas County Behavioral HealthDepartment, by appointment, Monday-Friday, non-holiday between the hours of 8:00 AM and 4:00 PMat our office at 270 County Hospital Rd, Suite 109, Quincy, CA 95971.Submission of ProposalsBids may be submitted by any licensed, authorized dealer in person or by U.S. Mail at the address below.Each proposal must contain an original signature of a party authorized to act as an agent of theresponding contractor. All proposals submitted to the Plumas County Behavioral Health Department byU.S. Mail or submitted to us in person shall be submitted in one or more sealed envelope(s) and must beclearly marked: “Vehicle Price Quote” to:Plumas County Behavioral HealthAttn: Che Shannon270 County Hospital Rd, Suite 109Quincy, Ca 95971(530) 283-6307Proposals must be received by the Behavioral Health Department staff no later than 5:00 PM on March27, 2026. Upon receipt, proposals shall be marked with the date and time of the receipt and shall bestored in a secure place until the date and time set for the opening of proposals. Proposals may bedelivered to the Behavioral Health Department in person or by U.S. Mail. Telephonic, telegraphic,emailed, or faxed proposals will also be accepted.Any questions regarding this Request for Proposals shall be directed to Lisa Beck or Che Shannon, at theaddress and phone number listed above.The Plumas County Behavioral Health Department reserves the right to reject any and all submittals andto waive any informality, technical defect or clerical error in any submittal. This RFP is not an offer tocontract. The accepted proposal may become part of the contract agreement for furnishing thevehicle(s)/services.The cost of developing the proposal and its attachments or enclosures, is the sole responsibility of theresponding contractor. The Plumas County Behavioral Health Department is not liable for any costsincurred by those responding to this RFP by submitting a proposal.Proposals shall include:1. Year, Make and Model of the vehicle(s). The County assumes that quotations/proposals are forin-stock vehicles subject to delivery upon execution of the purchase, unless otherwise stated inthe bid. If the quotation/proposal is not for an in-stock vehicle, this must be stated in the bid.The expected delivery date for vehicles not in-stock must also be stated in the bid.2. All vehicle(s) specifications3. Delivery of the vehicle(s) to the Plumas County Behavioral Health Department office.4. The full cash price of the vehicle(s) quoted, sales and luxury taxes included, any associatedfees and the cash total, i.e., price out the door, delivered to the Plumas County BehavioralHealth Department office.Evaluation and AwardProposals will be initially reviewed by a panel appointed by the Plumas County Behavioral HealthDepartment administration to verify that each proposal meets all of the minimum, mandatory, andadministrative requirements. Those proposals not meeting the minimum, mandatory, andadministrative requirements may be deemed non-responsive and given no further consideration. Thoseremaining after the initial review will then be reviewed by the panel for in-depth evaluation as set forthin the Request for Proposal. Evaluations of the proposals will be made by the panel, which will note anyexceptions and record each proposal’s scores based on the established criteria. Scores shall besummarized and recorded when the evaluations have been completed.The evaluation criteria will not be based solely on lowest cost, although cost will be a significantconsideration. The review panel will also consider the following additional factors:1. Experience consistent with the standard of care, diligence and skill ordinarily exercisedby professionals in this field.2. Familiarity with regulations and all laws that may affect the vehicle; i.e., rules within theCalifornia State Vehicle Code on new vehicle requirements, all warranties etc.3. Demonstrated ability to provide services as requested.4. Demonstrated ability to work with county staff.5. Reputation, financial resources, and past performance history.Discussions and/or interviews may be conducted with responding dealers who have submittedproposals determined to be reasonably susceptible of being selected for award. The evaluation panelmay re-evaluate the proposals and revise proposal scores after these discussions and/or interviews. ThePlumas County Behavioral Health Department shall then make the final selection, subject to theapproval of the Plumas County Board of Supervisors. The Plumas County Behavioral Health Departmentshall notify in writing all parties that submitted proposals of the award recommendation and theproposed award date.All price quotations/proposals become the property of the County of Plumas upon submittal. You areadvised that price quotations/proposals submitted by dealers may be subject to public record laws andmay be available for disclosure upon request.Any questions must be submitted in writing by email, fax or in person by 5:00 PM on March 27, 2026Protests and AppealsAny directly affected party who is aggrieved in connection with the solicitation or award of a purchaseorder or contract issued through a formal sealed proposal procedure may protest the procurementaction taken. Such protests must be filed in writing with:
