REQUEST FOR PROPOSALSENGINEERING SERVICES FOR THEMORAD WELL FIELD OUT BUILDINGFOR THE CITY OF CASPER PUBLIC SERVICES DEPARTMENTCITY ENGINEERING DIVISIONDate: April 29, 2026Proposals are being requested from qualified engineering consultants to furnish design services forthe construction of a well field out building at the City of Casper Morad Well Field. The intent ofthe building is to provide a storage area for pumps and also to provide a work space. Theconstruction of the Well Field Out Building will improve longevity and serviceability of the pumps.Such proposals will be received by the City of Casper Public Services Department,City Engineering Division, 200 North David, Casper, Wyoming, until 4:00 p.m., Local time,May 27, 2026.PROJECT DESCRIPTIONThe City of Casper (“City”) would like to request proposals for structural design, constructionrecommendations, and total project cost estimation for a pre-engineered metal building. Thisbuilding is for the City’s Water Treatment/Distribution Morad Well Field. This building is toserve as both a storage space for pumps used in the well field and as a workshop. The pumps areas long as 40 feet and weigh up to 2 tons. The building will have overhead doors on both ends sothat a truck and trailer carrying the pumps will be able to pull through the building. A crane orhoist will be needed to unload the pumps and place them on storage racks. Attached for referenceis a conceptual floor plan layout with a proposed location for the building.FUNDINGThe funds for this project come from the Water Distribution Service, and $400,000.00 areavailable for the Morad Well Field Out Building design, procurement, and construction.City of Casper – Morad Well Field Out BuildingPage 1SCOPE OF SERVICESThe Scope of Services shall, at a minimum, include the following:A. Design1. The Consultant shall prepare design documents for the Morad Well Field OutBuilding (“Building”).2. The Consultant shall provide recommendations for the specific location of theBuilding within the general area indicated on the plans provided. The Consultantshall procure subconsultant services of a geotechnical engineer to provide acomplete geotechnical analysis of the area required for the work that is to beundertaken.3. The Consultant shall conduct and organize a minimum of three (3) on-siteinspections and three (3) on-site meetings with the Owner to review the existingdesign and cost estimate for the Project. The purpose of the meetings is to acquireand review existing design information from the Owner and to acquire Ownerinput on the design.4. The Consultant shall perform the necessary design to determine the constructionmethods and structural load capacity such that the building can support a 5-toncrane or hoist.5. The Consultant shall determine what type of crane or hoist is needed for theBuilding and how it shall be installed.6. The Consultant shall determine the necessary floor or foundation required forstructural support.7. The Consultant shall prepare project cost estimates for construction. Theseestimates shall include bidding and advertising costs, crane or hoist procurementcosts, construction costs, and any other anticipated costs for the completion of theMorad Well Field Out Building Project.8. Cost estimates, developed using industry standard data (RS Means or equivalent)and professional judgement, shall be submitted to the City as Microsoft Excelspreadsheets, both as a paper copy and electronically in a format that can beprinted, ready for reproduction if needed.9. Since the buildings are to be constructed in a well field, it will be necessary tohave the plans go through the National Environmental Policy Act (“NEPA”)Review Process. The City will submit the project to the NEPA Review Processonce design is at 30%.B. Subconsultants1. The Consultant shall be responsible for procuring any sub-consultant to completethe work if necessary, including but not limited to electrical, mechanical, civil,and geotechnical.City of Casper – Morad Well Field Out BuildingPage 22. The Owner and the Consultant shall mutually approve, in writing, the use of anysubconsultants that the Consultant desires to use.3. The Consultant shall be responsible for the administration, management,procurement, and payment of services provided by the subconsultant(s).C. Project Manual1. The Consultant shall prepare Technical Specifications covering the required workfor the project.2. The Consultant shall prepare Construction Drawings and Specifications inaccordance with the most current City of Casper Standard Specifications forPublic Works Construction and Infrastructure Improvements, Building andMunicipal codes, and all other requirements of local Authorities HavingJurisdiction.3. General Conditions and Supplemental Conditions of the Specifications shall bebased on current City of Casper approved documents.4. The Consultant shall prepare a Project Manual to include the following:a. Technical Specifications.b. Bid Schedule to accompany the Owner’s Bid Form.c. Edited “front end” documents of the Project Manual supplied by the CityEngineering Office. The documents supplied will consist of Advertisement forBids, Instruction to Bidders, Performance and Payment Bonds, Bid Bond andForm, Agreement between Owner and Contractor, General RequiredConditions, and Supplementary Conditions. The Consultant shall include allGran-related bidding documents. The Consultant shall review thesedocuments, insert modifications where necessary, and return them for finalreview. After the front-end documents are reviewed by the Owner, theConsultant shall incorporate any changes into the Project Manual.d. The Consultant shall affix their professional engineer’s stamp, date, andsignature to the front cover of the project manual in accordance withWyoming State Registration Statutes.D. Final Bidding Documents1. The Consultant shall provide the City Engineering Office a digital PDF set viaemail of the Bidding Documents at the completion of the design. The Consultantshall affix their registration stamp, date, and signature to the Bidding Documentsin accordance with Wyoming State Registration Statutes.2. The Consultant shall submit to the City, at a minimum, final drawings consistingof plan sheets showing all necessary details related to this project.3. The Consultant shall provide the City Engineering Office a copy of final drawingsof the project in AUTOCAD and PDF format labeled “BIDDING DOCUMENTS,PROJECT No. 25-055”.City of Casper – Morad Well Field Out BuildingPage 3E. Procurement1. The Consultant shall advise the City and the Contractor with regards to theprocurement of the pre-engineered metal building in order to ensure that theBuilding will meet all of the City’s requirements for both pump storage andworkshop space.2. The Consultant shall advise the City and the Contractor with regards to theprocurement of the crane or hoist in order to ensure that this piece of equipmentcan be installed and will meet all of the City’s requirements for loading,unloading, and storage of the pumps.F. Construction1. General Administration of Construction Contract. The Consultant shall consultwith and advice the Owner and act as the Owner’s representative as provided inArticles 1 through 17, inclusive, of the Standard General Conditions of theConstruction Contract, No. 1910-8 (1990 edition) of the Engineer’s Joint ContractDocuments Committee, as amended by the Supplementary Conditions. The extentand limitations of the duties, responsibilities, and authority of the Consultant, asassigned in said Standard General Conditions, as amended, shall not be modified,except as the Consultant and the Owner may otherwise agree in writing. All of theOwner’s instructions to the Contractor(s) will be issued through the Consultant whowill have authority to act on behalf of the Owner to the extent provided in saidStandard General Conditions, as amended, except as otherwise provided in writing.The Consultant shall meet with the Owner throughout the construction phase asdeemed necessary by the Consultant or Owner, but not less than one (1) time perweek.2. Pre-construction Conference. The Consultant shall organize and conduct a pre-construction conference with the successful bidder, and shall invite representativesof all affected utilities, the City staff, and the project team. The Consultant willprepare minutes of this conference for future reference and shall supply a copy tothe Owner. At this conference, the Consultant will deliver up to three (3) copies ofthe Contract Documents to the successful bidder.3. Project Coordination. The Consultant shall be responsible for coordination with theDepartment of Environmental Quality (DEQ) and other entities as required toconstruct the improvements, as well as with all affected property owners within theproject areas. This shall include timely notification of construction activities asnecessary and the procurement of all necessary certifications from the appropriateagency or agencies.4. Visits to Site and Observation of Construction. In connection with observations ofthe Work of Contractor(s) while it is in progress:City of Casper – Morad Well Field Out BuildingPage 4a. The Consultant shall make visits to the site at intervals appropriate to thevarious stages of construction as Consultant deems necessary in order toobserve as an experienced and qualified design professional the progressand quality of the various aspects of Contractor(s)' work. Consultant shallprovide the services of a Resident Project Representative (RPR) at the siteto assist Consultant and to provide observation of such Work. Based oninformation obtained during such visits and on such observations,Consultant shall endeavor to determine if such Work is proceeding inaccordance with the Contract Documents, and Consultant shall keep Ownerinformed of the progress of the Work.b. The RPR will be the Consultant's agent or employee and under Consultant'ssupervision.i. The purpose of the Consultant's visits to and representationby the RPR at the site will be to enable the Consultant tocarry out the duties and responsibilities assigned to, andundertaken, by the Consultant during the construction phase,and, in addition, by exercise of the Consultant's efforts as anexperienced and qualified design professional, to provide theOwner with a degree of confidence that the completed Workof Contractor(s) will conform to the Contract Documentsand that the integrity of the design concept as reflected in theContract Documents has been implemented and preservedby the Contractor(s). Subject to other terms of this agreement,the Consultant shall not, during such visits or as a result ofsuch observations of the Contractor(s)' Work in progress,supervise, direct, or have control over the Contractor(s)'Work, nor shall the Consultant have authority over orresponsibility for the means, methods, techniques, sequencesor procedures of construction selected by Contractor(s), forsafety precautions and programs incident to the Work ofContractor(s) or for any failure of Contractor(s) to complywith Laws and Regulations applicable to Contractor(s)furnishing and performing their Work.ii. Accordingly, the Consultant can neither guarantee theperformance of the construction contracts by theContractor(s) nor assume responsibility for theContractor(s)' failure to furnish and perform their Work inaccordance with the Contract Documents. During such visits,and based on his on-site observations, as an experienced andqualified design professional, the Consultant shall keep theCity of Casper – Morad Well Field Out BuildingPage 5
