Upton Avenue, Reed City, MI 49677(231) 832-6196; (231) 832-6197 Faxoscadmin@osceolacountymi.govREQUEST FOR PROPOSALS (RFP)Equalization Field WorkOSCEOLA COUNTY, MICHIGANIntroductionOsceola County, Michigan, is circulating this Request for Proposal (R.F.P.) to solicit proposalsfrom qualified individuals or firms to perform approximately 250 agricultural, commercial, andindustrial field inspections to be used for state mandated equalization studies.Project ObjectivesThe objectives of this project include:• Conduct field inspections: Perform a physical inspection for approximately 250agricultural, commercial and industrial properties within the county.• Compliance with Standards: Ensure all fieldwork is conducted per the Michigan StateTax Commission guidelines.• Deliver Final Reports: Submit comprehensive appraisal reports by the deadline.Scope of Work1. Perform approximately 250 Agricultural, Commercial and Industrial field inspections(subject to change).2. Use PivotPoint Software for completing the field inspections.3. Ensure all fieldwork is performed or reviewed by a certified assessor by the MichiganState Tax Commission.4. Be available for taxpayer-requested appointments.5. Capture digital photographs of all buildings, and attach them to the parcel in BS&A.6. Produce or update an Apex sketch of all buildings, and attach it to the parcel in BS&A.7. Include all field notes in the parcel’s file.8. Complete 20 inspections, sketches, and valuations for County review by June 30,2026 before proceeding with the full project.9. Submit completed appraisal reports by September 1, 2026.Proposal RequirementsInterested individuals or firms must include the following in their proposals:1. Profile: Experience in conducting agricultural, commercial and industrial appraisals.2. Compliance: Proof of STC Assessor certification.3. Insurance: Proof of public liability policy and worker’s compensation insurance.4. Cost Proposal: A fee proposal for this project, in a format of dollars per parcel.Evaluation CriteriaProposals will be evaluated based on the following criteria:• Relevant experience and qualifications.• Compliance with certification requirements.• Cost effectiveness.• References and past performance.Contract TermsThe contract will be for one year.Licensing and InsuranceThe individual or firm shall be licensed in the appropriate fields that would apply to this contract.The consultant shall maintain professional liability, comprehensive general liability, automotiveliability, and workers compensation insurance at levels required by State Statute.Submission InstructionsDeadlineAll proposals must be received no later than June 15, 2026 at 2:00 PM (EST).Submission RequirementsIn total, two (2) copies of the Submittals, including attachments, are required.
