TOWN OF WESTERLY / WESTERLY PUBLIC SCHOOLSRequest for Quotation 26-54Concrete Foundation RebidApril 8, 2026The Town of Westerly/Westerly Schools (Town), Westerly, RI, acting through its PurchasingAgent, is hereby soliciting quotes for the above referenced RFQ and you are hereby invitedto submit a bid for the Scope of Work described in this Request for Quotation, in strictaccordance with the Bid Documents.TERMS AND CONDITIONSBids shall be based on the Terms and Conditions as referenced in this Request for Quotation.BID DUE DATE/SUBMITTING INSTRUCTIONSSEALED BIDS ARE DUE and MUST BE SUBMITTED to Eileen Cardillo, Purchasing Agent at Westerly TownHall, 45 Broad St., Westerly, RI 02891 on the attached BID FORM, Attachments B, NO LATER THAN 2:00p.m. April 29, 2026. A Bid submitted on other than the attached BID BREAKDOWN FORM may berejected. Bidders must include one original and a public copy on a flash drive of the Bid as definedin the Instruction to Bidders.A non-mandatory pre-bid walkthrough will be held at 2:00 p.m. on April 15, 2026 at theDepartment of Public Works 35 Larry Hirsch Lane, Westerly, RI 02891.BIDDER’S QUESTIONSQuestions regarding this solicitation must be emailed and received by the PurchasingAgent at ecardillo@westerlyri.gov no later than 12:00 PM on April 21, 2026 in a MicrosoftWord attachment with the corresponding solicitation number. Questions, if any, andresponses will be posted as an addendum to this solicitation.SPECIAL INSTRUCTIONS TO BIDDERS1. Bidder shall base the Proposal on providing all materials and equipment, FOB jobsite.2. Bid Price which exceed $50,000 must include a 5% Bid Bond and cost of Payment andPerformance Bonds. The successful Bidder will be required to post a 100% Payment andPerformance Bond.3. Bidders shall note that if their bid is based on Prevailing Wage (RIGL Sec 37-13-1 et seq.).The successful bidder and its subcontractors must pay their workers at the applicableprevailing wage rates (adjusted every July 1) for the various trades on a weekly basis andsubmit certified weekly payroll as described in the Instructions to Bidders. Prevailing wage rateschedules are available at the Rhode Island Department of Labor and Training website atwww.dlt.ri.gov.4. Bidder’s prices shall include all Permits/Fees.5. Quotes must be firm for a minimum of 120 days from date of submission.6. Bid Completeness - Pricing submitted on this project must be an all-inclusive price. Theintent of an all-inclusive Price is such that no Adds or Change Orders will be necessary.7. The Owner may have contractual agreementswith, and be represented by, other parties such as engineers, architects orcontractors that perform services under the direction of the Owner.
