RFP #2026-6 JCFR FIRE HOSE TESTING
Notice is hereby given that Proposals will be received for the Jasper Annual Hose Testing of all County Fire Rescue Hoses in accordance with NFPA 1962 by Jasper County Fire-Rescue Department in Ridgeland, SC, Jasper County, South Carolina, (the “County”) until Wednesday, March 18, 2026, at 1:30 p.m. at which time all the names of the Proposals received will be publicly read aloud in the Jasper County Council Chamber.
The Proposal may also be submitted via mail or hand delivered in a sealed envelope to the address below with “JCFR Fire Hose Testing RFP #2026-6” written on the outside of the envelope. It must be received no later than 1:30 p.m. on Wednesday, March 18, 2026. Proposers choosing to submit a hard copy should submit an original and two copies. Any Proposal submitted or delivered after the above time will NOT be accepted under any circumstances.

Thecontractor shall furnish all labor, materials, equipment, and services necessary to complete theproject in accordance with this RFP and applicable NFPA Standards.SCOPE OF WORK• Apparatus inventory report for the hose on 16 pumpers, 1 Tower, 11 Tankers, and StationSupply Racks for an estimated 66,000 Ln Feet of hose• Test all hose to NFPA 1962• Inspect the outer jacket, inner lining, coupling and threads on each section of hose• Lubricate couplings using fire hose manufactured approved 100% silicone lubricant• Provide complete computerized report• Unpack and repack all hose beds/racks to the exact JCFR standard Hose bed layout• Provide an Inventory Number system for each length or item• Replace gaskets as needed• Tag all failures out of serviceThe project must be completed within a 2-week period from the start with all apparatus hoseloaded, fully operational and accepted by Jasper County upon completion.All Proposals should include any job-related permits, fees, and licenses, and any applicable state(6%) and local (3%) sales taxes.Page 2 of 4REQUEST FOR PROPOSALRFP #2026-6JCFR FIRE HOSE TESTINGJASPER COUNTY, SOUTH CAROLINAFEBRUARY 4, 2026QUESTIONSAny questions regarding this Proposal must be submitted in writing via email tossmith@jaspercountysc.gov or mlassiter@jaspercountysc.gov or through the vendor registrationportal located on Jasper County’s Proposals and Solicitations webpage,https://www.jaspercountysc.gov/services/Proposals-and-solicitations/ NO LATER thanMonday, March 9, 2026, by 2:00 pm.All submitted questions will be addressed and posted on Jasper County’s Proposals andSolicitations webpage and the vendor registration portal on Thursday, March 12, 2026.PROPOSAL INSTRUCTIONSProposals should be typed on company letterheads or on a document which provides theProposer’s name, address, phone number, and other pertinent contact information, and reference“JCFR Hose Testing RFP #2026-6.”Proposers should demonstrate proven experience with Hose Testing to the NFPA 1962Standards.The successful Proposer will be required to furnish an Internal Revenue Form W-9, allappropriate business licenses, and a certificate of insurance showing evidence of liability andworkers compensation coverage in the amounts listed below.Page 3 of 4REQUEST FOR PROPOSALRFP #2026-6JCFR FIRE HOSE TESTINGJASPER COUNTY, SOUTH CAROLINAFEBRUARY 4, 2026INSURANCE REQUIREMENTSThe successful Proposer shall be required to provide proof of insurance in the following amounts.1. Workers' Compensation - The vendor shall provide coverage for its employees withstatutory workers' compensation limits, and no less than $1,000,000.00 for Employers'Liability. Said coverage shall include a waiver of subrogation in favor of the Owner andits agents, employees, and officials.2. Commercial General Liability - The vendor shall provide coverage for all operationsincluding, but not limited to Contractual, Products and Completed Operations, andPersonal Injury. The limits shall be no less than $1,000,000.00, per occurrence, with a$2,000,000.00 aggregate.3. Business Automobile Liability - The vendor shall provide coverage for all owned, non-owned and hired vehicles with limits of not less than $1,000,000.00, per occurrence,Combined Single Limits (CSL) or its equivalent.All Proposals will remain subject to acceptance for sixty (60) days after the day of the Proposalreading. Jasper County (the Owner) reserves the right to cancel this solicitation, or all Proposalsmay be rejected, including without limitation, the right to reject any or all nonconforming, non-responsive, unbalanced, or conditional Proposals. The Owner also reserves the right to waive allinformalities not involving price, time, or changes in the Work and to negotiate contract terms withthe successful Proposer.Page 4 of 4
