Submission By:
Sealed bids will be received by the County of Ventura Purchasing Agent until March 24, 2026, at 3:00 p.m. (PT). Bids must be submitted online only through County of Ventura Procurement Services at https://ventura.bonfirehub.com/portal/?tab=login . Time is of the essence. Late bids will not be accepted. Bids may not be submitted by facsimile, email, or any other method. Return only those pages on which a response is required. The official time used for this solicitation will be the U.S. Government time as displayed at www.time.gov (Pacific Time Zone).
Pre-Bid Conference:
All bidders are required to attend a mandatory Pre-Bid Conference via Zoom at 10:00 a.m. (PT) on February 24, 2026, for the purpose of explaining the Job Order Contract (JOC) concept, discussing JOC administration from the contractor’s perspective, distributing documents, and answering questions. Failure to attend the mandatory Pre-Bid Conference will render a bid non-responsive.

JOB ORDER CONTRACT:
A Job Order Contract, hereinafter called JOC, is a competitively bid, firm-fixed-price, indefinite-quantity contract. It is placed with a Contractor for the accomplishment of repair, alteration, modernization, maintenance, rehabilitation, and construction of buildings, structures, or other real property. The JOC includes a collection of detailed repair and construction tasks and specifications that have established unit prices. In order to be considered responsive, the bidder must submit Adjustment Factors to the published unit prices contained in the Unit Price Book available at www.buildingincloud.net . Individual projects are priced by selecting the appropriate construction tasks, multiplying them by the correct quantities, and applying the applicable Adjustment Factor.
Ordering is accomplished through issuance of Work Orders under the Contract. The Contractor shall furnish all management, labor, materials, equipment, and services necessary to perform the work.
It is the County’s intention to award one JOC contract under this solicitation for a one-year term or until the expenditure of the Maximum Contract Value, whichever occurs first. The Maximum Contract Value shall be as allowable under Public Contract Code Section 20128.5, as adjusted annually based on the percentage change in the California Consumer Price Index since January 1998. There is no minimum value associated with individual Work Orders. The County intends to award the contract within 180 days after bids are opened and read. Award of the contract may be delayed based on changes to the County’s requirements.
License Requirement:
This contract requires a current and active California B contractor’s license at the time of bid submission and throughout the term of the contract.

The plans, specifications, and proposal forms for this project are on file with the County of Ventura Purchasing Office and are incorporated by reference into this Invitation to Bid. Bid documents may be obtained online through Bonfire at https://ventura.bonfirehub.com/portal/?tab=login .
All information required to prepare and submit a responsive bid is fully contained within the General Conditions, Technical Specifications, Project Description, and all required bid forms and attachments included in this bid package.
If a bidder identifies a question or clarification need that is not addressed within the referenced documents, such inquiries must be submitted through Bonfire in accordance with this Invitation to Bid. The County will review and, as appropriate, issue a response.
