The City of Moorpark (City) is seeking a contracted vendor to supply the City’s brochure printing and mail preparation services for the City’s quarterly newsletter and recreation guide. The purpose of this invitation is to solicit proposals for these services. Proposals must be submitted on the Proposal Form with additional information attached, in conformance with the Submittal Instructions below.
SPECIFICATIONS FOR BROCHURE PRINTING AND MAIL PREPARATION SERVICES
SCOPE OF SERVICES:
The City desires the production of a quarterly City publication. The selected bidder shall be responsible for providing appropriate services to print the publication, prepare the publication for bulk mail, and deliver the publication to the United States Postal Service office in Thousand Oaks, California, for verification, and subsequently deliver the publication to the Moorpark Post Office and the Arroyo Vista Recreation Center. For specific details on the scope of services, please see the Scope of Services section in the sample Agreement included with this Request for Proposal (RFP).
EVALUATION AND SELECTION:
The selection process shall consist of screening submitted proposals by City staff. The panel shall then recommend to the City Manager the bidder judged best to meet the needs of the City.
SUBMITTAL INSTRUCTIONS:
All submissions must be received by the City at the address indicated below by Friday, June 19, 2026 at 5:00 p.m.
Documents to be submitted: One (1) original copy of the Printing Services Proposal Form (Attachment A) and Statement of Subcontractors (Attachment B) shall be submitted, along with two (2) samples of work of similar scope. Envelope shall be marked with the bidder’s return address and addressed to:

General Conditions:a. Proposals shall be signed by an authorized official of the company.b. Proposals shall be valid for a minimum of ninety (90) days.c. The City may elect to award a contract in multiple sections, as is deemed to be inthe City’s best interest. Should the City award projects in sections, the Cityreserves the right to award the sections to the same company.d. The Company, by submitting a response to this Informal Request for Proposals(RFP), waives all rights to protest or seek any legal remedies whatsoeverregarding any aspect of this proposal.e. The City reserves the right to cancel, in part or in its entirety, this RFP including,but not limited to selection procedures, submittal date, and submittalrequirements.f. The City reserves the right to reject any and all proposals, to waive any minorirregularities, and to request additional information from proposing companies asmay be necessary for City staff to analyze the proposals. By requestingproposals, the City is in no way obligated to award a contract or pay expenses ofa proposing company in connection with preparation or submission of a proposal.g. The City reserves the right to exercise discretion and apply its judgment withrespect to all proposals submitted. The City’s decision to award a contract will bebased on many factors including but not limited to service, cost, experience, andquality. No single factor, such as cost, will determine the final decision to award.II. Liability of Costs and Responsibility:a. The City shall not be liable for any costs incurred in response to this RFP. Allcosts shall be borne by the person or organization responding to the request.The person or organization responding to the request shall hold the Cityharmless from any and all liability, claim, or expense whatsoever incurred by oron behalf of that person or organization. All submitted material becomes theproperty of the City and public records and may be subject to public review.b. It is the responsibility of the proposer to carefully examine this RFP. The selectedproposer will be required to assume responsibility for all services offered in theproposal whether or not they possess them within their organization. Theselected proposer will be the sole point of contact with regard to contractualmatters, including payment of any and all charges resulting from the contract.III. Subcontractors:a. Unless a specific subcontractor is listed in the Statement of Subcontractors(Attachment B) by the proposer, proposer will perform all work considered by thisRFP. After submission of the proposal, the proposer shall not award work to anyunlisted subcontractor without prior written approval of the City. The proposer towhom award is made shall be fully responsible to the City for the performance ofhis/her subcontractors, and of persons either directly or indirectly employed bythem. Nothing contained herein shall create any contractual relation between anysubcontractor and the City.3IV. Agreement:a. A sample agreement has been provided in Attachment C of this RFP. Anagreement will not be executed by the City without first being signed by theproposer.b. The final terms and scope of the Agreement may be arrived at on the basis ofnegotiations between the City and the successful bidder.c. The City reserves the right to expand or reduce the Scope of Services at its solediscretion.V. Permits and Licenses:a. Proposer, and all of proposer’s subcontractors at its and/or their sole expense,shall obtain and maintain during the term of agreement, all appropriate permits,certificates, and licenses.VI. Insurance:a. Prior to the beginning of and throughout the duration of work, the successfulproposer will maintain insurance in conformance with the requirements set forthin the sample agreement provided in Attachment C of this RFP.VII. Proposer’s Representative:a. The person signing the proposal must be a legal representative of the companyauthorized to bind the company to an agreement in the event of the award.INQUIRIES:Any questions about this RFP must be submitted by email to Stephanie Anderson,Recreation Services Manager, at sanderson@moorparkca.gov. Requests forclarification or correction must be received no later than Wednesday, June 10, 2026 at5:00 p.m.Interpretation or correction of the RFP will be made by addendum posted on the City bidpage (available at http://www.moorparkca.gov/bids.aspx), and any addendum will beconsidered a part of the RFP and will be incorporated therein. It is incumbent on theproposer to review and address any addenda posted on the City bid page prior tosubmission of the final application.
