These notices shall satisfy two separate but related procedural requirements for activities
to be undertaken by the City of Warren, Ohio.
REQUEST FOR RELEASE OF FUNDSOn or about March 10, 2025 the City of Warren, Ohio will submit a request to the United
States Department of Housing and Urban Development for the release of Community
Development Block Grant (CDBG) funds under Title 1 of the Housing and Community
Development Act of 1974 (42 U.S.C. 5301 et seq.), as amended, to undertake a project known
as Warren-West-Nevada-Waterline-Replacement for the purpose of a water line extension from
the City of Warren (City) system, tapping into the existing 14-inch waterline at the intersection of
Front Street SW and Nevada Avenue SW. The 10-inch PVC AWWA C-900 water line extension
will be installed in the existing Right of Way (ROW) near the east side of Nevada Avenue SW and
will not cross any creeks, wetlands, floodplains or other natural features as the alignment
progress up to and crossing Victoria Street SW through a suburban area to enter the site. The
10-inch PVC AWWA C-900 water line extension is designed to the pressure class 150 which is
rated for a burst pressure of 755 psi and a sustained test capability of 500 psi. The water line
will be designed to avoid existing utilities, minimizing disruption to or relocation of existing
utilities. The City will own the water line extension within the ROW. Potential project timeline
would span from February of 2025 through August of 2025 and utilize roughly $200,000.00 of
HUD funds.
