DOWNTOWN IMPROVEMENTS PHASE II - CONTRACT 26-14

INVITATION TO BID

The Town of Reading, Massachusetts invites sealed bids for "Town of Reading, Massachusetts, Downtown Improvements Phase II ", in accordance with the Contract Documents prepared by BETA Group, Inc., Consulting Engineers, 315 Norwood Park South, Norwood, Massachusetts, 02062.  Sealed bids will be received at the Town Hall, Town Clerk’s office, 16 Lowell Street, Reading, MA 01867.

The work in the base bid contract includes, but is not limited to, roadway construction, curb extensions, pavement milling and overlay, installation of new granite curb, sidewalk, streetscape elements, landscaping, streetlighting, signal upgrades, RRFB’s, stormwater improvements, pavement striping and signage, temporary traffic controls and signing for construction operations and other various items to complete the improvements. The project will include other improvements in accordance with the plans and these Special Provisions.

To bid on this project, Contractors must be prequalified in accordance with 720 CMR 5.00. MassDOT prequalification of contractors with the class of work as, Highway-Construction, for the project with an estimated value of $ $3,499,645.

Documents will be available to download from https://www.readingma.gov/Bids.aspx on January 14, 2026, after 9 a.m.

All bids shall be submitted to the Reading Town Clerk’s Office prior to February 5, 2026 at 1:00 p.m.

There will be pre-bid conference held on Wednesday, January 21, 2026 at 10:00 A.M. in the Select Board Room of Town Hall, 16 Lowell Street, Reading, MA 01867

Each Bid shall be submitted in accordance with the Instructions to Bidders and shall be accompanied by a bid security in the amount of five percent (5%) of the amount Bid. The successful Bidder must furnish a Performance Bond and a Labor and Materials Payment Bond satisfactory in form to the Town, each in the amount of 100% of the Contract Amount from a surety authorized to do business in the Commonwealth of Massachusetts and acceptable to the Town.

It is the responsibility of prospective proposers and or bidders to check https://www.readingma.gov/Bids.aspx for new information any addenda or modifications to any solicitation.

It is the responsibility of the prospective bidder to keep current the email address or fax number of the bidder’s contact person and to monitor that email inbox or fax for communications from the Town of Reading, including requests for clarification. If any changes are made to this IFB, an addendum will be issued. Addenda will be emailed to all bidders on record as having downloaded the IFB.  The Town assumes no responsibility if a prospective bidder’s designated email address or fax number is not current, or if technical problems, including those with the prospective bidder’s computer, network or internet service provider (ISP) cause email communications sent to/from the prospective bidder to be lost or rejected by any means including email or spam filtering

Minimum Wage Rates as determined by the Commissioner of Department of Workforce Development under the provisions of the Massachusetts General Laws, Chapter 149, Section 26 to 27D, as amended, apply to this project. It is the responsibility of the Contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those tradespeople who may be employed for the proposed work under this Contract.

The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 30, Section 39M.

The Owner reserves the right to waive any informality in or to reject any or all Bids if deemed to be in its best interest.
