Project DescriptionThis project will identify, define, and describe the existing conditions of floor slabs and supporting structural elements inthe M30 Parking Deck, recommend repairs and maintenance with the intent of developing bid documents to effect repairsthat will extend the useful life of the structure. Services will be performed annually through the Summer of 2030.B. Scope of ServicesYoungstown State University’s M30 Parking Deck is bound by Wick Avenue on the west and by Walnut Street on the eastand was built in 1978 with spaces for 2120 vehicles. The intent of this project will be to investigate, define, recommend,and develop maintenance schedules and effect repairs to maintain these decks at their optimum level through the contractperiod and beyond.The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss andclarify with the Owner and/or the Contracting Authority, the cost breakdown of the A/E Agreement detailed costcomponents to address the Owner’s project requirements. Participate in the Encouraging Diversity, Growth & Equity(EDGE) Program as required by statute and the Agreement.As required by the Agreement, and as properly authorized, provide the following categories of services: ProgramVerification, Schematic Design, Design Development, Construction Document Preparation, Bid and Award Support,Conformed Documents, Construction Administration, Post-Construction, and Additional Services of all types.Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services requiredfor each. Define and describe conditions of floor slabs and supporting structural elements.2. Identify the causes of any deterioration using non-destructive testing methods.3. Describe the extent of the observed deterioration.4. Evaluate the impact of deterioration and its affect on serviceability, durability, and structural integrity.5. Develop feasible repairs that can effectively extend the useful life of the structures.6. Identify adverse safety items such as accelerated deterioration of structural members and devices, codeitems, structural distress, quality of materials, and design and construction of deficiencies.7. Repairs for the structures must be based on detailed technical interpretation of accumulated data andestablish a repair schedule based on priorities over the next several years.8. Prepare bid documents, administer pre-bid meetings, perform bid evaluations, and recommend contractaward.9. Extensive previous experience with parking structure design, evaluation, and repair recommendations.10.
