Prevailing Wage Project Rates

Proposals, mailed or hand-delivered, will be received by the Lackawanna County Chief of Staff, Lackawanna County Government Center, 123 Wyoming Avenue, Scranton, PA 18503, until 2:00PM, Friday, January 30, 2026, at which point they will be opened publicly and read aloud. All proposals are to be sealed and plainly marked with the Project Name.

Questions relating to the bid invitation shall be submitted jointly in writing, via email, to: Paul Bechtel, Parks & Recreation Director, bechtelp@lackawannacounty.org and Sandra Opshinsky, Grants Manager, opshinskysa@lackawannacounty.org, by January 26, 2026.

There is a mandatory Pre-proposal Meeting at 10:00 am, Thursday, January 15, 2026 at the Lackawanna County Coal Mine Hoist House, McDade Park, 1 Bald Mountain Road, Scranton, PA 18504.
