The City of New Bern is seeking Statements of Qualifications from qualified Design-Build firms or teams to provide design and construction services for a new concrete skate park at Seth West Parrott Park, 1225 Pinetree Drive, New Bern, North Carolina 28562.

The selected Design-Builder will work with the City through public input, conceptual design, final design, permitting, construction, project closeout, and warranty. The anticipated project budget is approximately $300,000, with a target project completion of Early 2027.

The City intends to procure this project using the Design-Build project delivery method and will select a Design-Builder through a qualifications-based selection process. Respondents shall not submit project pricing, design fees, construction fees, or other project-specific fee proposals with their Statements of Qualifications unless subsequently requested by the City in accordance with applicable law.

Submission Requirements
Respondents shall submit five (5) copies of the Statement of Qualifications in a sealed package no later than:

Respondents are responsible for selecting an appropriate delivery method. Statements of Qualifications received after the prescribed date and time, delivered to the wrong location, or submitted in a manner inconsistent with the RFQ requirements will not be considered.

Questions must be received no later than Friday, August 28, 2026 at 12:00 Noon.

Responses determined by the City to require clarification or modification of the RFQ will be issued by written addendum. Only information issued by the City through a written addendum shall modify or supplement the RFQ.

The City will evaluate responsive Statements of Qualifications using the evaluation criteria published in the RFQ and will rank the three most highly qualified Design-Builders. The City may conduct interviews or presentations as part of the evaluation process. Contract negotiations will begin with the highest-ranked Design-Builder following final ranking.

Respondents shall comply with all applicable licensing, bonding, insurance, and other requirements identified in the RFQ.

The City of New Bern reserves the right to reject any or all Statements of Qualifications, waive informalities to the extent permitted by law, cancel or modify the solicitation, and take such action as the City determines to be in its best interest and consistent with applicable law.
