Vendor is responsible for ensuring have themost accurate documents; a site visit is required by Owner.II.Execution2.1 Examination of Documents and SiteA.Bidders shall carefully examine the Contract Documents and the construction site toobtain first-hand knowledge of existing conditions and the demolition and constructionrequirements of the documents.B.Successful bidder will be denied any application for extra payments for conditions whichcan be determined by visually examining the site and the Contract Documents.2.2 Pre-bid Meeting / Site VisitA.A site visit is required and bids will not be accepted from bidders who have not inspectedthe site to obtain first-hand knowledge of existing conditions.B.A pre-bid meeting will be conducted at the start of the scheduled site visit.C.Each bidder shall inspect the site and become familiar with existing conditions andlimitations of the site, means of access to the site and to work areas, relationship ofexisting and new work, and other conditions which might affect the proper performanceand completion of the work.D.No allowance will be made after bid opening for cost estimation errors attributable to anyfailure to account for existing conditions and/or consider of any and all limitations on or ofthis scope of work.E.Successful bidder will be denied any application for extra payments for conditions whichcan be determined by visually examining the site.F.Bidder’s representative shall report to the Owner’s Representative and register his name,phone number, and name of the company, signing in as verification of his site visit.G.The scheduled site visit is as follows:Date:Time:Location:March 17, 20269:00 a.m. EDTDamon Flowers Building LobbyWashtenaw Community College, Ann Arbor, MIH.The Owner is not obligated to offer any other times to conduct site visits.Page 1 of 11Washtenaw Community CollegePurchasing Department – SC Room 326Bid # 6826 Lot 2 RepairBid Issued On: March 4, 2026Bid Due Date: March 26, 2026 at 2:00 p.m. EDT4800 E. Contractor’s request foradditional payment, additional time, or reconsideration of their bid will be denied if theclaim is based on reliance on the figured dimensions shown on the Contract Documentsonly.2.3 Questions, Interpretations, and AddendaA.Should any bidder find discrepancies between the site markings and the ConstructionDocuments, or be in doubt as to their exact meaning, he should notify the Owner at once.The Owner may then, at his option, issue Addenda clarifying the same to all bidders.B.The Owner will not be responsible for oral instructions or for the Contractor’smisinterpretations of the Contract Documents.C.Questions must be directed to Don Harrison, Purchasing Agent atdharriso1@wccnet.edu. All questions received by the deadline date will beanswered and posted to the WCC Budget & Purchasing web-sitehttps://www.wccnet.edu/about/purchasing/bids-rfp.php by March 23, 2026 at 2:00 p.m. EDT.2.4 Bid Security, Bonds, and InsuranceA.A Bid Bond is required in the amount of five percent (5%) of the total bid, minimum, andshall be enclosed with the Bid Proposal, for all base bids categories in excess of$50,000.00.B.Performance Bond and Payment Bond requirements are described in the General and/orSupplementary Conditions and are one hundred percent (100%) of the total bid,minimum, for all bids in excess of $50,000.00.C.Insurance requirements are described in the General and Supplementary Conditions.2.5 Modification and WithdrawalA.Proposals may be withdrawn and/or changed any time prior to the bid opening.B.Proposals may not be withdrawn or changed after the bid opening time and shall bedeemed a firm offer continuing for a minimum of ninety (90) calendar days.C.Bids received after the time and date of the bid opening will not be considered forContract award.2.6 Receipt of BidsA.All bids must be received by the WCC Purchasing Department via email pur@wccnet.eduon or before the date and time as specified. Subcontracts and material contracts shall not be awarded unlessand until they have been approved by the Owner. Superintendents (primary contractorsand principal sub-contractors) shall not be changed during the construction on this projectwithout the Owner’s prior approval in writing.B.Names of proposed principal sub-contractors must be listed on the Bid Proposal Form.2.9 Award of ContractA.Material proposals to be used for the completion of work, the competency, solvency,reputation, and responsibility of the bidders, start/completion/duration times, and otherissues deemed relevant by the Owner and the Engineer will be considered. Requirements3.1 Proof of Insurance – Vendor shall refer to Attachment B – General Conditions Article 11:Insurance for requirements.3.2 Contract Terms and Conditions – The awarded vendor will be required to sign a standardcontract for the work to be performed per this bid. Sample contract is included as a substantivepart of the 6826 Bid documents (Attachment A – Small Project Construction Contract).IV. Bid Scope4.1 All work shall adhere to all specifications as outlined in the Contract Documents and BidDrawings. This project is scheduled to begin May 11, 2026 with a date of final completionon or before May 29, 2026.4.2 Scope of WorkA.Contractor to manage and coordinate with all other trades necessary to complete the work perDrawings and Specifications.4.3 Special ConsiderationsA.The contractor shall provide a schedule/workplan on obtaining the necessary permits,materials, and procurement of long-lead items, to begin work and complete the work asscheduled for review by the Owner within 2 weeks of award.B.The construction schedule for this contract will be phased based on the followingtimelines: Construction start 5/11/26. Project Completion will be 5/29/26. Preconstructionactivities can start May 1, 2026 to start material procurement process and siteinvestigation as required.C.Provide barricades, including shoring and fencing required to maintain required safetyregulations as defined by OSHA.D.Coordinate and adhere to all State and local building codes relative to this Contractor'swork.E.This Contractor is to obtain and pay for all special permits associated with this category.F.See bid documents for Logistics, Staging, Parking, and Building Access.G.Contractor shall maintain free access for traffic around project site on campus drive;including bus route trafficH.and access to adjacent building service drives and loading docks.I.Contractor is responsible for total removal and disposal of all waste generated fromconstruction activities.J.WCC expectation is that contractor will attempt to separate and recycle as much aspossible.K.WCC will review contractor’s waste plan prior to startL.Contractor to provide protection and daily cleanup of work space and routes in and out ofthe work zones.M.
