Category: Request for Proposals (RFP) Status: Open Description: The City of Lago Vista is requesting sealed proposals from qualified irrigation contractors for the repair, rehabilitation, and testing of the existing effluent irrigation system at the Cedar Breaks Effluent Disposal Area. Work under this contract will include, but is not limited to, inspection, troubleshooting, repair or replacement of damaged components, electrical diagnostics, valve and lateral line repairs, controller programming, and operational testing. The intent of this project is to restore full operational functionality of the irrigation system, ensuring proper water flow, valve performance, wiring integrity, communication between controllers and field components, and full operation of all irrigation heads on each line. Contractors shall ensure the system is fully tested and functioning as designed upon completion. Submittal packages will be available on the City’s website

Portions of the system have been inactive for an extended periodof time, and certain electrical components may have sustained damage due to a historicallightning strike. Work under this contract will include, but is not limited to, inspection,troubleshooting, repair or replacement of damaged components, electrical diagnostics, valve andlateral line repairs, controller programming, and operational testing. The intent of this project isto restore full operational functionality of the irrigation system, ensuring proper water flow,valve performance, wiring integrity, communication between controllers and field components,and full operation of all irrigation heads on each line. Contractors shall ensure the system is fullytested and functioning as designed upon completion.1.0 SUBMISSION OF PROPOSALSProposals shall be submitted through one the following options: by mail to City of LagoVista, P.O. Box 4727, Lago Vista, TX, 78645, City of Lago Vista 5803 Thunderbird St.Lago Vista, TX 78645 or SEALED in person at City Hall, 5803 Thunderbird, LagoVista, TX, 78645. All materials shall be easily printed on standard 8.5 x11 paper.1.1 Facsimile transmittals or offers communicated by telephone will not be accepted orconsidered.1.2 If the proposer desires not to submit a Proposal at this time, but wishes toremain on the commodity notification list, please submit a "No Quote"response (same time/location). The City of Lago Vista is always very consciousand extremely appreciative of the time and effort expended to submit aproposal. However, on "No Quote" responses please communicate anyqualification requirement(s) which may have influenced your decision to "NoQuote."1.3 If a response is not received in the form of a "Request for Proposal" or "No Quote"for three (3) consecutive proposals, Proposer shall be removed from saidnotification list. However, if you choose to "No Quote" at this time but desire toremain on the notification list for other commodities, please state the specificproduct/service for which your agency wishes to be classified.2.0 DELIVERY OF PROPOSALSSubmittals must be received no later than 1:00 p.m., March 12, 2026. The submittingProposer is responsible for the means of delivering the Proposal to the location listed inparagraph 1 on time. Delays due to any instrumentality used to transmit the Proposalsincluding delay occasioned by the Proposer or faults in email delivery will be theresponsibility of the Proposer. Proposals must be completed and delivered in sufficient timeto avoid disqualification for lateness due to difficulties in delivery. The time and daterecorded on the envelope of the submittal is the official clock for determining whethersubmittals are submitted timely. Proposals will not be opened until after the submittaldeadline. City Staff may confirm receipt of submissions upon request but will not open orotherwise confirm completeness of submissions until after the passage of the submittaldeadline. Late Proposal documents and Unsealed Proposals will not be accepted underany circumstances.3.0 PROPRIETARY INFORMATION3.1 If a Proposer does not desire proprietary information in the Proposal to be disclosed,it is required to identify all proprietary information in the Proposal. Thisidentification will be done by individually marking each page with the words"Proprietary Information" on which such proprietary information is found. If theProposer fails to identify proprietary information, it agrees that by submission ofits Proposal those sections shall be deemed non-proprietary and made available uponpublic request.3.2 Proposers are advised that the City, to the extent permitted by law, will protect theconfidentiality of their Proposal. Proposer shall consider the implications of theTexas Public Information Act, particularly after the RFP process has ceased and theContract has been awarded. While there are provisions in the Texas PublicInformation Act to protect proprietary information, where the Proposer can meetcertain evidentiary standards, please be advised that a determination on whetherthose standards have been met will not be decided by the City of Lago Vista, butby the Office of the Attorney General of the State of Texas. In the event a requestfor public information is made, the City will notify the Proposer, who may thenrequest an opinion from the Attorney General pursuant to 552.305, TexasGovernment Code. The City will not make a request to the Attorney General.4.0 COMPLETION OF RESPONSES4.1 Information presented in the Proposals will be used to evaluate the professionalproposals of the Proposer(s) and to determine the Proposer(s) which will be selectedto provide services to the City.4.2 Responses shall be completed in accordance with the requirements of this RFP.Statements made by a Proposer shall be without ambiguity, and with adequateelaboration, where necessary, for clear understanding.5.0 CLARIFICATIONS AND ISSUANCE OF ADDENDA5.1 Any explanation, clarification, or interpretation desired by a Proposer regarding anypart of this RFP must be requested from the City of Lago Vista at least eight (8)days prior to the published submission deadline, as referenced in Section2.0 of this RFP.5.2 If the City, in its sole discretion, determines that a clarification is required, suchclarification shall be issued in writing. Interpretations, corrections, or changes tothe RFP made in any other manner other than writing are not binding upon the City,and Proposers shall not rely upon such interpretations, corrections or changes. Oralexplanations or instructions given before the award of the Contract are not binding.5.3 Requests for explanations or clarifications should be submitted via email toEric.DeLaCruz@lagovistatexas.gov. Emails must clearly identify the RFP Numberand Title.5.4 Any interpretations, corrections or changes to this RFP will be made by addendum.Sole issuing authority of addenda shall be vested in the City of Lago Vista.Proposers shall acknowledge receipt of all addenda within the responses.6.0 WITHDRAWAL OF PROPOSALSA representative of the company may withdraw a Proposal at any time prior to the RFPsubmission deadline, upon presentation of acceptable identification as a representative ofsuch company.7.0 AWARD OF CONTRACT7.1 It is understood that the City reserves the right to request additional information,waive immaterial errors or omissions, to accept or reject any and all Proposals, or tore-solicit for Proposals, as it shall deem to be in the best interests of the City of LagoVista. Receipt and consideration of any Proposals shall under no circumstancesobligate the City of Lago Vista to accept any Proposals. If an award of contract ismade, it shall be made to the proposer offering the most qualified, and responsiveproposal at the best value to the City. In determining the best value for the City, theCity may consider:7.1.1 the proposal Fees;7.1.2 the reputation of the proposer and of the proposer's services;7.1.3 the quality of the proposer 's services;7.1.4 the extent to which the services meet the municipality's needs;7.1.5 the proposer 's past relationship with the municipality;7.1.6 the impact on the ability of the municipality to comply with laws and rulesrelating to contracting with historically underutilized businesses andnonprofit organizations employing persons with disabilities;7.1.7 the total long-term cost to the municipality to acquire the services; and7.1.8 any relevant criteria specifically listed in the request for proposals.7.1.9 For projects over $1.5MM the municipality will attempt to award project to lowestresponsible bidder.7.2 The City reserves the right to award a single contract or multiple contracts bysection listed in the Scope of Work.
