THE CAMDEN COUNTY BOARD OF COMMISSIONERS solicits proposals for Mosquito Control

Services for Camden County Public Works Department. Proposals will be received in the office of the

Purchasing Officer, 200 E. 4th Street, Woodbine, Georgia 31569, until 2:00 PM on December 4, 2025 at which

time said sealed proposals will be publicly opened and contractor’s names will be read aloud. No proposal may

be withdrawn after the closing time for the receipt of proposals for a period of ninety (90) days.

QUESTIONS: regarding this project may be directed in writing to the Purchasing Officer, Kelsey Kelley, at

bids@camdencountyga.gov. All questions shall be received by November 21st, 2025 and answered by

November 26th, 2025.

SUBMISSION: Proposals must be submitted in person or by mail to the purchasing office.

The proposal opening will be conducted in person on December 4th, 2025 at 2:00PM. Camden County Historic

Court Room located at 200 E 4th St. Woodbine, GA 31569. The proposals are opened and proposer’s name read

aloud. Proposal prices will not be read

Proposals received after the required time or in any other location other than the Purchasing Office will not be

accepted. Camden County will not be held liable for misdirected deliveries nor deliveries that are late due to

shipping carrier. Faxed submissions will not be accepted.

All proposals submitted in response to this request shall become the property of Camden County and will be a

matter of public record available for review after award.

Proposals may be withdrawn by written request only if the request is received prior to the time and date set for

the opening proposals. Negligence on the part of the proposer in preparing the proposal confers no right of

withdrawal or modification of the proposal after it has been opened. No proposal may be withdrawn for a

period of Ninety (90) days after the time and date of opening of proposals.

BONDS: The proposer will be required to furnish a Bid Bond in the amount of 5% of total annualized

contract price with the proposal. Original bid bond must be received by the county BEFORE BID DUE

DATE AND TIME. Performance Bond and Payment Bond, will be required on or before the issuance of Notice

to Proceed, each in the amount of 100% of the Contract Amount. All other required Contract Documents must

be fully completed and executed by the Contractor and his/her Surety, and submitted to the Owner on or before

the issuance of Notice to Proceed.

The Owner reserves the right to reject any or all proposals, to waive informalities and to re-advertise, pursuant

to federal and state law.

HISTORY: Mosquito Control has recently been provided through a third-party contractor. Camden County

has approximately 781 square miles of land with approximately 877 treatable road miles broken down into 20

sections (see exhibit A for maps). Trapping and surveillance techniques are utilized to maximize treatment

effectiveness. Approximately 6,000-7,000 miles are treated annually with adulticide by vehicle mounted

sprayers. A larvicide treatment program is utilized to treat an estimated 33.5 million square feet annually.

Known ‘hotspot’ habitats are located at Harrietts Bluff, Dover Bluff, Mush Bluff, Spring Bluff, Waverly, and

Horsestamp.

EXHIBIT A: Maps and list of current areas serviced to be included in scope of work

We have included maps to serve as a visual for the areas that are to be serviced under the Scope of Work for

this proposal. We have also included a list of private subdivisions currently being serviced. Roads or Areas

may be added or removed at the request of the County. Camden County will work with Contractor to obtain

access to private HOA’s or Subdivision that we do not currently have access to.

SCOPE OF WORK

The work under this Contract shall consist of the items contained in the Proposal, including all supervision,

materials, equipment, labor, facilities and all other items necessary to complete said work in accordance with

the Contract documents.

The Contractor is to provide a program of mosquito abatement through an integrated pest management

approach, as well as inspection and surveillance to determine specific need and extent of control measure

applied. The Contractor must abide by and show proof of compliance of all applicable laws and regulations

regarding the use of pesticides and container disposal. The response must include a detailed implementation

plan with timeline for development and implementation of a mosquito abatement program in Camden County.

Inspection and Surveillance:

The description of larval and adult inspection and surveillance techniques provided is not intended to exclude

additional techniques; rather it is intended to represent the base level of service.

Mosquito Larvae: Inspectors must locate and map using GPS technology mosquito known breeding sites. Any

additional sites suggested by or identified by the County will also be mapped and monitored. Resulting data

will be used in subsequent larvicide and adulticide programs. The Contractor will notify the County of breeding

sites such as clogged ditches which may need repair or other source reduction interventions.

Inspection for mosquito larvae must be conducted using standard mosquito survey techniques. Representative

samples from each breeding site must be collected and identified as to genus. Fourth instar larvae must be

identified as to genus and species whenever practical. Resulting data will be used in determining larvicide and

adulticide needs as well as in evaluation of said treatment.

Mosquito Adults: Surveillance for adult mosquitoes will be conducted primarily through the use of standard

trapping techniques. Number of traps, placement and frequency of placement will be determined in discussion

with Camden County and will be based on the weather conditions and the presence of disease vectors in the

area. Trap collections will be identified as to genus, species and gender.

A landing rate will be taken at each site. Landing rates will be recorded as mosquitoes per minute and

identified as to species.

Disease Surveillance: The contractor agrees to conduct disease surveillance for West Nile Virus, Encephalitis

and other mosquito borne disease as may be needed. The Contractor shall provide all equipment supplies,

personnel, and other items necessary to conduct this program. Samples will be taken weekly and tested, at a

minimum, during the period of April through November and may be expanded if conditions warrant. Samples

shall be taken from representative areas of the County.

Chemical Control

Larval Mosquito Control: Breeding sites found positive for mosquito larvae must be treated with chemical or

biological controls using best management practices. Pesticide application must be made using power and/or

hand operated equipment suitable for the chemical being applied, and in a manner consistent with label

recommendations. Only pesticides approved for such use by Federal and State authorities shall be used.

As in the case of adult mosquito control, the exact amount of larvicide will be determined by the mosquito

populations encountered. However, minimums described above must be met unless unusually low mosquito

populations prevail. Should such conditions arise, a reduction in the amount of area sprayed will be allowed

only at the discretion of the County provided sufficient documentation of low mosquito populations is provided

to the County by the Contractor to justify said reduction, and provided that the County is in agreement with said

determination.

Adult Mosquito Control: Application of chemicals for adult mosquito control must be made by vehicle

mounted Ultra Low Volume (ULV) sprayers, hand held sprayers and thermo foggers, and/or aircraft equipped

for ULV spraying. If aerial spraying is subcontracted out, the subcontractor’s name, address, phone numbers,

and other pertinent information shall be disclosed to the County.

Vehicle mounted ULV sprayers must be equipped with a flow control system that is used in conjunction with

radar ground speed sensors to adjust flow rate to vehicle speed with a minimum of three pre-programmed rates.

The vehicle must be equipped with a map and tracking system to report time, location, speed and direction of

the vehicle, as well as indicating when the sprayer was actively spraying and when it was not spraying. All

spray records must be available for inspection by the County at any time.

The exact size of the acreages to be sprayed for control of adult mosquitoes must be determined by the extent

and duration of the mosquito problem encountered, and the necessity to reduce their population to an acceptable

level. Pesticides used are limited to those approved by Federal and State authorities, and shall be applied in

accordance with label directions.

The calibration of all vehicle mounted ULV sprayers shall be checked prior to each use. Droplet spectrum

generation shall be determined routinely during the mosquito season through the use of current technology.

Proof of calibration and droplet size records shall be available for inspection by the County at any time.

Aerial application of insecticides for the control of adult mosquitoes will be requested by the County on an as

needed basis, based upon guidance and recommendation from Contractor. Pricing for Aerial application

must be provided as an alternative pricing proposal. The aircraft used must be equipped to deliver

insecticide at ULV rates and meet all FAA regulations for low level operations over congested areas. This

would be on an as needed basis.

Biological Control

Natural control must be enhanced through the use of mosquito predator fish, Gambusia affinis, where

appropriate. These may be used in natural and man-made water holding areas. In addition, the fish must be

made available to Camden County residents upon request at no charge. In areas where the use of these fish is

not advisable, but where larvicide application is practical, application of naturally occurring bacteria, such as

BTI, and other biological agents will be used.

Efficacy Testing

Efficacy testing will be performed by making pre- and post-spray evaluations of the mosquito populations

through the use of traps. Tests will be conducted using laboratory reared or field captured adult mosquitoes

placed in cages and subjected to acceptable testing techniques that generate a susceptibility base-line as a

reference point for further testing. Testing will be conducted once each year on each chemical routinely used

by the Contractor to control mosquitoes.

Chemical Cost

Because the type and costs for the chemicals utilized is an unknown the contractor shall along with the invoice

for the services provided each month, provide the paid invoices for said chemicals to the Contract Technical

Representative. The contractor shall be reimbursed, at cost.

Reporting

The Contractor shall submit the following reports:

• The monthly report shall include, but not be limited to:

- Brief narrative summary of general mosquito populations, disease activity and contractor’s response.

Any unusual conditions should be noted.

- Proof of regular spray unit calibration and droplet size determination

- Light trap counts by location, species, gender and totals

- Documented complaints submitted monthly. See below complaints section for details.

Monthly Work Report to include the following information by current month, last month, and year-to-

date:

- Adulticide application report to include number of miles sprayed and acres treated

- Larvicide application report to include square footage of area treated with bio-larvicide

- Service requests received to include number of requests for adulticide, larvicide, special sprays, and

swimming pool inspections.

- Aerial spray report of acres sprayed (If applicable).

• The annual report shall include, but not be limited to, a compilation of the above information.
