Schematic Design for a new Municipal Service Center – Public Works Shops

The City of Port Townsend is requesting qualifications for architecture and engineering consulting services to work with designated staff to develop schematic design for a new City Maintenance Facility.

The existing Public Works shops located on Beach St. currently houses our Public Works
Department/ Fleet Department/ Storm and Water distribution crews. This site consists of older portable units that have reached their useful life expectancy and is undersized for such a large crew. The new proposed facility would be expanded to include other functions of city maintenance.

This first step in this project will be to hire a consultant to develop a schematic design towards building a new Municipal Service Center adjacent to our water filtration and reservoir property.
Key square footage evaluations are anticipated under the following areas, all of which would need to be verified through the schematic design process and space analysis:

Waste Water Collection: 2,000 SQFT Storm Water: 1825 SQFT
Streets: 1825 SQFT
Fleet: 5,200 SQFT
Facilities: 1,500 SQFT
Parks: 3,500 SQFT
Non Building Open Space: 6,500 SQFT
Total SQFT NEEDED: 24,350 SQFT

SCHEMATIC DESIGN
1. The Designer shall confirm prepare Schematic Design consisting of drawings and other
documents illustrating the scale and relationship of Project components for approval by the City. Schematic design will include preliminary environmental analysis to ensure permitting is possible.
2. The Designer will be required to prepare detailed room data sheets and diagrams establishing necessary adjacencies and proximities, as appropriate. The Designer will facilitate tours of other similar facilities to establish level of improvement and appropriate cost boundaries.
3. Deliverables and services of the Designer in connection with Phase 1 will include but not be
limited to:
A. Develop design to illustrate general issues of layout, rough elevation, volumes, accessibility,
site impact, etc. Identify any cost premiums that may be associated with the proposed design.
B. Evaluation of any state or municipal zoning or regulations including local design guidelines
that might impact the concept.
C. Engineering analysis to include structural, soil, subsurface and site prep analysis, etc.
D. Site plan, floor plans, building elevations, and typical building sections.
E. Floor plans with proposed furniture and equipment layout.
F. One construction planning level cost estimate
G. Tabulations of square footage called for in the Space Needs Assessment and comparison to square footage shown on architectural plans.
H. Site plan (1″ = 40 ft. or larger) identifying any impacts to existing parking, grading, building
location, construction phasing (as applicable) and designation of utilities. Indicate areas for
potential future expansion.
I. Color renderings of the proposed Project for display and presentation purposes and other
materials if required by local design guidelines.
J. Assistance in the preparation for and presentation to the City Council. FUTURE PHASES
Future phases of work could include all design services up to and through construction. The City has not yet funded the entire project, so proceeding with future phases depends on available funding.

BUDGET
The budget for this work is $210,000 for services rendered.

Qualifications will be evaluated based on experience with completed public construction projects of similar size and complexity of the project. The submitter’s ability to provide the opportunity for fast track design options. Submitter’s prior experience in working with staff and community involvement groups during the design and construction phases. Submitter’s understanding of the project goals and proposed design solutions. The Owner’s assessment of the availability to provide subsequent final design and construction service. Submitter’s immediate availability to begin the project after the Notice to Proceed is executed. The Owner’s assessment of the suggested procedures and timetable to carry out the work as described in the scope of services and project timing as described in the proposal. The proposal shall clearly demonstrate the ability to complete the work in the allotted time frame. Submitter’s financial Stability: Credit references, annual reports, recent financial statements, and bonding capacity may be requested.

The tentative Project schedule, which is subject to change as determined by the Owner, is as follows:
Project Advertisement: 5/12/25

Designer Submissions: 5/30/25

Interviews Conducted (If Required): 6/2/25

Negotiation and Award: 6/9/25

Project Completed By: 11/1/25
