This project consists of the rehabilitation of 35 Vitrified Clay Pipe (VCP) sewer main segments using Cured-In-Placed (CIPP) technology. P2025-03", will be received by theMidway City Sanitary District Front Desk in the District Office, 14451 Cedarwood Street,Westminster, California, until 11:00 AM, on February 27, 2026, at which time they willbe publicly opened in the Conference Room in the District Office.b. Any bid received after the time and date specified above shall not be considered and shallbe returned to the bidder, unopened. A bid shall be considered to have been timelysubmitted if it is received at any time before 11:01 a.m.c. Bids received via mail, e-mail, or facsimile shall not be considered.d. Schedule.Notice Requesting Bids Published:Mandatory Pre-bid Meeting:Deadline for Receipt of Questions:Response to Questions (by):Deadline for Receipt of Bids:January 29, 2026February 12, 2026 at 10:00 A.M.February 17, 2026 at 4:30 P.M.February 20, 2026February 27, 2026 at 11:00 A.M.3. Mandatory Pre-Bid Meeting. A mandatory pre-bid meeting will be held on February 12, 2026,at 10:00 A.M. Meet at the District Offices at 14451 Cedarwood Street, Westminster, CA, at10:00 A.M. The meeting is mandatory and attendance is required at the District Offices to beeligible to submit a bid for the Project.4. General Work Description. Generally, the project consists of rehabilitation of 35 Vitrified ClayPipe (VCP) sewer main segments using Cured-In-Place Pipe (CIPP) technology. Of these, 32segments are 8 inches in diameter totaling 8,330 linear feet, 2 segments are 10 inches indiameter totaling 449 linear feet, and 1 segment is 18 inches in diameter totaling 332 linearfeet. CIPP installation shall be performed from manhole to manhole, with the use of end sealsto prevent infiltration tracking between the host pipe and the liner, as well as leakage into theCIPP at manhole connections in the City of Westminster and unincorporated area of MidwayCity. This project includes: 1) Mobilization; and 2) Pre-Installation CCTV Inspection; and 3)Standard Pipe Cleaning: and 4) CIPP Installation; and 5) Traffic Controls; and 6) SewageBypasses; and 7) Service Reconnections; and 8) Manhole/Wall Interface Sealings; and 9) Post-Construction CCTV Inspection; and 10) Testing if requested by the District.5. The Engineer’s estimate for the Project is $840,000.6. Contract Time. This project shall be completed within Ninety (90) calendar days from notice toproceed.7. Contractor’s License Requirement. Pursuant to Public Contract Code section 3300 andBusiness & Professions Code section 7030.5, the Contractor must possess a valid Class Aand/or C42 Contractor's License at the time of the bid opening and specify its license number.8. Requirement to be Authorized to do Business in California. All bidders and all designatedsubcontractors shall be duly authorized to do business in California at the time of bid opening.Contractors and subcontractors that are organized as a corporation, limited liability company,or other entity under the laws of another state must be properly registered with the CaliforniaSecretary of State pursuant to applicable law.9. Wage Rate Requirements.a. The wage rates applicable to this Project are the State of California Department ofIndustrial Relations (“DIR”) prevailing rates of per diem wages. Pursuant to the provisionsof Section 1770 et seq. of the Labor Code of the State of California, the Director of theDIR has determined the general prevailing rate of the per diem wages and the generalprevailing rate for holiday and overtime work in the locality on which the work is to beperformed, for each craft, classification or type of worker needed to execute the contractwhich will be awarded to the successful bidder. Per Diem wages shall be deemed toinclude employer payments for health and welfare, pension, vacation, apprenticeship orother training programs, and similar purposes. Copies of the prevailing rate of per diemwages are on file at District’s principal office, which shall be made available to anyPage 5interested party on request, or on the Internet at the State Department of IndustrialRelations website (www.dir.ca.gov) under Office of the Director - Research. It shall bemandatory upon the Contractor and on any subcontractor to pay not less than the saidspecified rates to all workers employed in the execution of the contract. A copy of saidrates shall be posted at each job site during the course of construction. The Contractorand all subcontractors shall comply with all provisions of the California Labor Code relatingto prevailing wage rates, including Sections 1770-1781.b. Apprentices may be employed in conformity with Section 1777.5, 1777.6 and 1777.7 ofthe California Labor Code. Every apprentice shall be paid the standard wage paid toapprentices under the regulations of the trade at which he/she is employed. Informationrelative to the employment of apprentices shall be obtained from the Director of theDepartment of Industrial Relations, who is the Administrative Officer of the CaliforniaApprenticeship Council. Copies of all collective bargaining agreements relating to thework as set forth in the aforementioned Labor Code are on file and available for inspectionin the office of the State of California, Department of Industrial Relations, Division of LaborStatistics and Research.c. The Project is subject to compliance monitoring and enforcement by the Department ofIndustrial Relations (DIR). The Contractor is responsible for complying with allrequirements of the DIR, including filing electronic payroll reports.d. A contractor or subcontractor shall not be qualified to bid on, be listed in a bid proposal,subject to the requirements of Section 4104 of the Public Contract Code, or engage in theperformance of any contract for public work on a public works project, unless currentlyregistered and qualified to perform public work pursuant to Labor Code Section 1725.5. Itis not a violation of Labor Code Section 1771.1 for an unregistered contractor to submit abid that is authorized by Section 7029.1 of the Business and Professions Code or bySection 10164 or 20103.5 of the Public Contract Code, provided the contractor isregistered to perform public work pursuant to Section 1725.5 at the time the contract isawarded.10. Demonstration of Responsibility. Bidders must demonstrate to the satisfaction of the Districtthat they possess the trustworthiness, quality, fitness, capacity, and experience tosatisfactorily perform the contract. Each bidder must submit the information required by thecontract documents necessary for the District to evaluate and determine the bidder’squalifications and ability to perform the contract. Prior experience performing similar projectsis necessary. Bidders must provide evidence that they have successfully completed aminimum of five (5) public projects involving the installation of CIPP within the public right-of-way, in order to be eligible to be awarded a contract. A contract will not be awarded to anybidder determined by the District to not be a responsible bidder.11. Securing Bid Documents. Plans and specifications are available online at the Midway CitySanitary District website at:https://www.midwaycitysanitaryca.gov/request-for-proposals-rfp-s.Page 612. Bids. Bidders shall comply with and agree to all instructions and requirements in this noticeand in the contract documents.a. In conformance with Section 20483 of the Public Contract Code, all bids shall bepresented under sealed cover on the proposal form provided and accompanied by one ofthe following forms of bidder's security:i. Cashii. Cashier's check made payable to the Midway City Sanitary District.iii. A certified check made payable to the Midway City Sanitary District.iv. A bidder's bond executed by an admitted surety insurer, prepared on theforms provided and made payable to the Midway City Sanitary District.The security shall be in an amount equal to at least 10 percent of the amount bid. A bidshall not be considered unless one of the forms of bidder's security is enclosed with it.BIDDER’S SECURITY SHALL BE FORFEITED, PAID TO, OR RETAINED BY THEDISTRICT AS LIQUIDATED DAMAGES, SHOULD THE BIDDER TO WHOM THECONTRACT IS AWARDED FAIL TO ENTER INTO THE CONTRACT OR FAIL TOPRESENT SATISFACTORY BONDS OR INSURANCE TO THE DISTRICT ASREQUIRED BY THE CONTRACT DOCUMENTS.b. Midway City Sanitary District reserves the right to reject any or all bids or waive anyirregularities or informality in a bid. The Midway City Sanitary District also reserves theright to withdraw this Invitation for Bids at any time for any reason without prior notice andthe Midway City Sanitary District makes no representations that the contract will beawarded to any Bidder responding to this Invitation for Bids.c. No bid will be accepted from a contractor who is not licensed at the time of bidding inaccordance with the provisions of Chapter 9, Division III of Business and ProfessionsCode and in accordance with the Public Contract Code.d. The award of the contract, if awarded, will be to the lowest responsive and responsiblebidder whose proposal complies with the requirements prescribed. Such award, if made,will be made within sixty (60) calendar days after the opening of the bids. This period willbe subject to extension for such further period as may be agreed upon in writing betweenthe DISTRICT and the lowest responsive and responsible bidder. All bids will becompared on the basis of the Engineer’s Estimate of the quantities of work to be done.e. If tie bids from two or more responsive and responsible bidders are received, the Districtmay, at its discretion: (i) reject any and/or all bids presented and re-advertise; (ii) acceptany of the tie bids; (iii) accept the lowest bid made by negotiation with the tie bidders; or(iv) award the contract to any one of the low tie bidders by lot occurring during a publicmeeting.13. The successful bidder will be allowed to substitute securities or establish an escrow in lieu ofretainage, pursuant to Public Contract Code Section 22300, and as described in the contractdocuments.Page 714. In accordance with Civil Code section 9550, the successful bidder will be required to furnish aPayment (Labor and Material) Bond in the amount of one hundred percent (100%) of theContract Sum, and a Faithful Performance Bond in the amount of one hundred percent (100%)of the Contract Sum, said bonds to be secured from an Admitted Surety (an insuranceorganization authorized by the Insurance Commissioner to transact business of insurance inthe State of California during this calendar year), and U.S. Treasury listed. The successfulbidder will be required to furnish insurance as set forth in the contract documents.15. District’s Rights Reserved. The Midway City Sanitary District reserves the right to reject any orall bids, to waive any irregularities or informalities in a bid, and to make awards to the lowestresponsive, responsible bidder as it may best serve the interest of the Midway City SanitaryDistrict.16. The District does not maintain a list of pre-qualified approved contractors.
