CMHAis a subdivision of the State of Ohio.Currently, the HA owns and/or manages: (a) 34 multi-family apartment complexes totaling 4,558 units; (b) eightsenior complexes, totaling 714 units; and (c) seven Service Enriched complexes, totaling 410 units. The HA alsoadministers approximately 13,500 Section 8 Housing Choice Vouchers and manages the HUD Project-Based RentalAssistance contracts covering 81,000 units in Ohio and Washington, D.C. through its subsidiary, Assisted HousingServices Corporation. The HA currently has approximately 166 employees.In keeping with its mandate to provide efficient and effective services, the HA is now soliciting proposals fromqualified, licensed and insured entities to provide the services specified herein to the HA. If submitting a physical paper copy is notrequired, respondents may instead submit one electronicresponse to the email address provided in the solicitation.ANTICIPATED APPROVAL BY HA BOARD OF April 2026COMMISSIONERSThe Columbus Metropolitan Housing AuthorityPage 2REQUEST FOR PROPOSALS (RFP) NO. 2026-007 Out-Of-School Time Youth Programs1.0 HA’S RESERVATION OF RIGHTS:1.1 The HA reserves the right to reject any or all proposals, to waive any informality in the RFPprocess, or to terminate the RFP process at any time, if deemed by the HA to be in its bestinterests.1.2 The HA reserves the right not to award a contract pursuant to this RFP.1.3 The HA reserves the right to terminate a contract awarded pursuant to this RFP, at any timefor its convenience upon 30 days’ written notice to the successful proposer(s).1.4 The HA reserves the right to determine the days, hours and locations that the successfulproposer(s) shall provide the services called for in this RFP.1.5 The HA reserves the right to retain all proposals submitted and not permit withdrawal for aperiod of 60 days subsequent to the deadline for receiving proposals without the writtenconsent of the HA Contracting Officer (CO).1.6 The HA reserves the right to negotiate the fees proposed by the proposer entity.1.7 The HA reserves the right to reject and not consider any proposal that does not meet therequirements of this RFP, including but not necessarily limited to incomplete proposalsand/or proposals offering alternate or non-requested services.1.8 The HA shall have no obligation to compensate any proposer for any costs incurred inresponding to this RFP.1.9 The HA shall reserve the right to at any time during the RFP or contract process to prohibitany further participation by a proposer or reject any proposal submitted that does notconform to any of the requirements detailed herein. Summer campprogramming supported under this Scope of Work (SOW) is designed toengage youth in developmentally appropriate, trauma-informed, andculturally competent activities that promote learning, personal growth,and positive peer relationships.2.2 Objective2.2.1 Through this Request for Proposal (RFP) is to identify qualified Service Providerswho can deliver high-quality summer camp programming for youth residing inColumbus Metropolitan Housing Authority (CMHA) communities located in FranklinCounty. The aim is to offer programs that foster social-emotional learning,academic growth, and leadership development through trauma-informed andculturally competent practices. These programs should include engaging activitiessuch as field trips, and ensure comprehensive support through staff involvement,assessment, and regular reporting. The RFP seeks proposals for camps that canserve at least 20 youth per site, with preference for those offering transportationat no cost to participants, while also ensuring compliance with all legal, safety,and operational standards. Ultimately, the goal is to enhance the educational anddevelopmental experiences of CMHA youth through accessible and impactfulsummer programming.2.2.22.3 Application Background2.3.1 The Columbus Metropolitan Housing Authority (CMHA), established in 1934, is apublic entity committed to providing safe, affordable, and federally subsidizedhousing to low-income families throughout the City of Columbus.2.3.2 CMHA currently owns and/or manages 17 multifamily communities, 7 senior housingcomplexes, and administers more than 12,500 Housing Choice Vouchers, serving adiverse resident population across Franklin County.2.3.3 In alignment with its mission to enhance resident well-being and expand supportiveservices, CMHA is seeking qualified Service Providers to deliver high-quality summercamp programming designed to promote social-emotional learning,The Columbus Metropolitan Housing AuthorityPage 4
