Project Description: THE BROWARD SHERIFF'S OFFICE (BSO) DEPARTMENT OF DETENTION (DOD) IS SEEKING A QUALIFIED PROPOSER TO PROVIDE ALL SERVICES AND EQUIPMENT NECESSARY TO PROVIDE A TOTAL SOLUTION FOR INMATE COMMUNICATIONS SERVICES INCLUDING VIDEO VISITATION, PHONE SERVICES, TABLETS, ETC (“TOTAL SOLUTION” or “SOLUTION”).
THE BROWARD SHERIFF'S OFFICE (BSO), WILL RECEIVE FORMAL REQUESTS FOR LETTERS OF INTEREST (RLI), AND STATEMENTS OF QUALIFICATIONS AND EXPERIENCES, FOR RLI - INMATE COMMUNICATIONS SERVICES.
PLEASE READ THE REQUEST FOR LETTERS OF INTEREST (RLI) CAREFULLY, AND INCLUDE IN YOUR PROPOSAL ALL INFORMATION, FORMS AND DOCUMENTS REQUESTED. RESPONSES TO THIS SOLICITATION WILL BE ACCEPTED UNTIL THE TIME AND DATE INDICATED IN THE SOLICITATION AND WILL BE ACCEPTED THROUGH BONFIRE ONLY. PROPOSALS SUBMITTED BY E-MAIL, FAX, ETC, WILL NOT BE ACCEPTED.

THE FOLLOWING IS REQUIRED IF YOU PLAN TO ATTEND THE MANDATORY PRE-PROPOSAL MEETING AND SITE VISIT:
*Background Checks: Attendees of Potential Proposers must successfully pass a BSO background check by the Department of Detention prior to the date of the Mandatory Pre-Proposal meeting and Site Visit.
*Vendor/Contractor Clearance Request Form ("Clearance Form")
- Individuals planning to attend must download, complete and sign the Clearance Form which is included as a “Public File” to this solicitation in Bonfire.
Once completed and signed, the Clearance Form must be emailed and/or faxed to the individual(s) and email address(s)/fax number(s), as applicable and as required by the instructions on the bottom of the form no later than 1:00 PM on October 20th 2025. DO NOT SEND Clearance Request Form to the Purchasing Agent or upload in Bonfire.
It is the responsibility of the Attendee of the Potential Proposer and the Potential Proposer to follow up with the Department of Detention to be sure the Attendee has passed Background Clearance.
Be advised that BSO cannot ensure that a Clearance Form provided after the Clearance Date will be processed in time for that Attendee to obtain background clearance.
Only those individuals who successfully pass a BSO background check prior to the date of the Pre- Proposal meeting and Site Visit will be permitted access to the Site Location to attend the Pre-Proposal meeting and Site Visit. Substitute representatives will not be permitted unless background clearance has been granted.
Please send an RSVP e-mail to Jason Spaide, Contract Manager at JasonSpaide@Sheriff.org with a copy to James Dodgen, Senior Purchasing Agent at JamesDodgen@Sheriff.org by 1:00 pm EST on October 20th, 2025, indicating the name of your firm and the name(s) of the firm's attendee(s) who will be attending. Please include the "solicitation name and number" in the Subject line of your e-mail.
This will be the only opportunity for potential Proposers to view and inspect the site location stated above. It is important that potential Proposers who plan to utilize sub-contractors for this project, if applicable, have those sub-contractors attend this site visit as well as BSO does not intend to offer more than one site visit for this solicitation. If requested by the BSO Facility, Attendees will be required to produce a valid Driver's License or valid State Issued ID.
PLEASE DO NOT BE LATE. Once the Pre-Proposal meeting and Site Visit have begun, potential Proposers will not be admitted. Please allow extra time for travel, to find parking and to get through security, if applicable.
