PLANNING FIRM OF RECORD – ON-CALL PLANNING SERVICES

Morrow County, Oregon is soliciting Statements of Qualifications (SOQs) from qualified planning firms to provide on-call, as-needed land use planning services.

Services may include technical review of reports associated with land use applications, support for renewable energy project review, assistance with Comprehensive Plan updates, and related planning services.

The anticipated professional services agreement will be for a two (2) year term, with options to renew, subject to County approval and funding availability.

SOQs must be received no later than May 20, 2026 at 2:00 p.m. local time. Submittals received after the deadline will not be considered.

No cost or fee proposals shall be submitted as part of this RFQ. Compensation will be negotiated with the most qualified firm(s) following selection in accordance with Oregon public contracting law.

Morrow County reserves the right to amend or cancel this RFQ, reject any or all submittals, and waive informalities in the solicitation process. This solicitation does not obligate the County to award a contract or pay any costs incurred in the preparation of responses.
