Bid Title: RFQ for Development Engineering Material Testing and Special Inspection
Category: Capital Improvements RFQs Status: Open Description: The City of Antioch is soliciting qualifications from experienced material testing and special inspection firms to perform services related to development projects throughout the City. The City’s intent is to generate a list of two firms that could assist the City in performing these services on an “as needed” basis. This list will be in effect for a period of three (3) years.
Previous expenditures for material testing and special inspection related to development services have typically been $30,000 or less, per year, however expenditures will vary depending on the amount of work performed. The City will not guarantee a set contract value for these services.
The City of Antioch currently has numerous development projects that are in various stages of design or construction that may require material testing or special inspection. Currently, the City does not employ staff certified to perform these specialized services. The City requires the services of qualified and experienced firms to assist in this type of work.
Firms should expect to perform a variety of material testing and special inspections on an “as needed” basis. Services to be performed may include, but are not limited to, inspecting, sampling or testing of soil, Portland cement concrete, asphalt concrete, reinforcing steel and other construction materials.
The selected firms must be available within 12 hours’ notice to sample, test or perform inspections. The selected firm must be able to work holidays, weekends and extended hours. All inspections, sampling and testing must be performed by methods approved by ASTM, Caltrans or the appropriate agency dependent on the project specifications. The selected firm must be able to work with other testing agencies during construction. Test results of materials tested shall be forwarded to the City within 24 hours of the completed test. Complete project reports shall be submitted within 30 days of the firm’s last day worked on the project.

Complete project reports shall be submitted within30 days of the firm’s last day worked on the project.SCOPE OF WORKTypical items of work to be performed may include, but are not limited to:• Laboratory testing of soils, aggregate, asphalt concrete, Portland cement concrete,reinforcing steel and other construction materials.• Field testing of soils, aggregate, asphalt concrete, Portland cement concrete and otherconstruction materials.• Special inspections in accordance with Section 17 of the California Building Code.• Asphalt concrete and concrete mix design review, batch plant inspection, laboratory reportsand additional services as required.The following is a tentative list of development projects that are anticipated to require materialtesting or special inspection over the next three years:• Albers Ranch• Buchanan Crossings• Gateway West• DECA East• Leung Property• Lone Tree Apartments• Lone Tree Retail• Park Ridge• Rialto Place• Slatten Ranch Residential• Somersville Towne Center• Sorrento Village• The Ranch• Vineyard Crossings2SUBMITTAL REQUIREMENTSIf you are interested in this project, please submit qualifications that includes the following:• Letter of Interest/Cover Letter• Brief Information for Key Staff including education, directly related experience, descriptionof their assignment on this project, and resume• Summary of the Company’s Relative Experience and Performance• Detailed Scope of Services Provided• Current Fee ScheduleCONSULTANT SELECTION PROCESSEnclosed is a copy of the City of Antioch’s Consultant Service Agreement. By submitting a proposalfor this work, a firm agrees to comply with all terms and conditions outlined in the agreement.It is anticipated that from the proposals submitted, City staff will be able to select the firms bestsuited to meet the City’s needs. However, if that is not possible, the City will ask a “short list” offirms to meet with staff to discuss the firm’s qualifications. The City will negotiate a professionalservices contract for the work after staff has determined the best qualified firms.No compensation will be due any firm for preparation of a written proposal or for meeting with staffafter a “short list” has been determined.CRITERIA FOR SELECTIONAll proposals will be evaluated based on the criteria below.• Qualifications and experience with similar projects - 35 points• Familiarity with applicable standards and procedures - 30 points• Understanding of the scope and potential challenges - 20 points• References - 10 points• Organization of proposal – 5 pointsSUBMISSION INSTRUCTIONSThree (3) bound, and one (1) electronic copy of the proposal must be submitted no later than4:00 p.m. on February 26, 2026 to:Anna DavisCity of AntiochDevelopment Engineering Division200 H StreetAntioch, CA 94509Interviews will be conducted if there is not an outstanding response or firms are very close in theevaluation. City andConsultant individually are sometimes referred to herein as “Party” and collectively as “Parties.”SECTION 1. SERVICES. Subject to the terms and conditions set forth in th4.1is Agreement, Consultantshall furnish all technical and professional services including labor, material, equipment, transportation,supervision and expertise to provide to City the services described in the Scope of Work attached asExhibit A attached hereto and incorporated herein at the time and place and in the manner specified therein(“Services”). Consultant shall perform allServices required pursuant to this Agreement in the manner and according to the standards observed by acompetent practitioner of the profession in which Consultant is engaged in the geographical area in whichConsultant practices its profession.1.3 Assignment of Personnel. Consultant shall assign only competent personnel to performServices pursuant to this Agreement. In the event that City, in its sole discretion, at any time during theterm of this Agreement, desires the reassignment of any such persons, Consultant shall, immediately uponreceiving notice from City of such desire of City, reassign such person or persons.1.4 Time. Consultant shall devote such time to the performance of Services pursuant to thisAgreement as may be reasonably necessary to meet the standard of performance provided in Section 1.1above and to satisfy Consultant’s obligations hereunder.SECTION 2. COMPENSATION. City hereby agrees to pay Consultant a sum not to exceed______________________, notwithstanding any contrary indications that may be contained in Consultant’sproposal, for Services to be performed and reimbursable costs incurred under this Agreement. In the eventof a conflict between this Agreement and Consultant’s proposal, attached as Exhibit A, regarding theamount of compensation, the Agreement shall prevail. City shall pay Consultant for Services renderedpursuant to this Agreement at the time and in the manner set forth below. The payments specified belowshall be the only payments from City to Consultant for Services rendered pursuant to this Agreement.Page 1 of 12Except as specifically authorized by City, Consultant shall not bill City for duplicate services performed bymore than one person.Consultant and City acknowledge and agree that compensation paid by City to Consultant under thisAgreement is based upon Consultant’s estimated costs of providing the Services required hereunder,including salaries and benefits of employees and subcontractors of Consultant. Consequently, the Partiesfurther agree that compensation hereunder is intended to include the costs of contributions to any pensionsand/or annuities to which Consultant and its employees, agents, and subcontractors may be eligible. Citytherefore has no responsibility for such contributions beyond compensation required under this Agreement.2.1 Invoices. Consultant shall submit invoices, not more often than once a month during theterm of this Agreement, based on the cost for Services performed and reimbursable costs incurred prior tothe invoice date. Invoices shall contain the following information:▪ Serial identifications of progress bills; i.e., Progress Bill No. 1 for the first invoice,etc.;▪ The beginning and ending dates of the billing period;▪ A Task Summary containing the original contract amount, the amount of priorbillings, the total due this period, the balance available under the Agreement, andthe percentage of completion;▪ At City’s option, for each work item in each task, a copy of the applicable timeentries or time sheets shall be submitted showing the name of the person doingthe work, the hours spent by each person, a brief description of the work, andeach reimbursable expense;▪ The total number of hours of work performed under the Agreement by Consultantand each employee, agent, and subcontractor of Consultant performing services;and,▪ The Consultant’s signature.2.2 Payment Schedule.2.2.1 City shall make incremental payments, based on invoices received, [according tothe payment schedule attached as Exhibit B and incorporated herein], for Services satisfactorily performed,in accordance with the requirements of this Agreement, and for authorized reimbursable costs incurred.City shall have thirty (30) days from the receipt of an invoice that complies with all of the requirements ofSection 2.1 to pay Consultant.2.3 Total Payment. City shall pay for the Services to be rendered by Consultant pursuant tothis Agreement. City shall not pay any additional sum for any expense or cost whatsoever incurred byConsultant in rendering Services pursuant to this Agreement, unless expressly provided for in Section 2.5.Page 2 of 12
