Utah County intends to select a qualified contractor to construct and complete in every detail asphalt crack sealing work as described in this ITB on various roadways, parking lots, parkways, and trails located in Utah County. The County intends for this to be a multi-year award with work to be performed during Contractor’s production seasons for up to three (3) years with the option to renew for another three (3) years. The specific list of roadways, parking lots, parkways and trails shall be determined after the bid is awarded at the beginning of each subsequent year. Costs for additional areas to be sealed in subsequent years shall be based on the Unit Prices set forth in Contractor’s Cost Proposal.

The specific list of roadways, parking lots, parkways and trailsshall be determined after the bid is awarded at the beginning of each subsequent year.Costs for additional areas to be sealed in subsequent years shall be based on the UnitPrices set forth in Contractor’s Cost Proposal.The Contractor shall furnish all labor, materials, equipment, tools, transportation andsupplies required to complete the work in accordance with the terms hereof.Pursuant to this ITB an agreement will be executed, a sample copy of which is attachedas Attachment C. The County will not entertain changes to its Standard Terms andConditions.1.2 PROCEDUREThe procedure for response to this ITB, evaluation of bids, and selection of a Contractoris as follows:A. Interested entities will prepare and submit their bids prior to the specified ClosingDate for Receipt of Bids.B. Utah County and/or its representatives will evaluate all submitted bids todetermine acceptance or rejection of the bids.C. The selected bidder(s) will be required to sign an agreement, a sample of which isincluded as Attachment C.1.3 RULES OF PROCUREMENTA. This procurement shall conform to and is governed by The Utah County Division ofPurchasing, Procurement Rules and Regulations.B. For this procurement, all bids must be submitted in the bid format outlined herein.C. All prospective bidders must meet the required criteria as of the date of submission.D. Respondents must provide all information requested in the Contractor InformationForm.E. Utah County has established certain requirements with respect to bids to be submittedby respondents. The use of "shall", "must", or "will", in this ITB indicates arequirement or condition from which a material deviation will not be approved byUtah County.Invitation to Bid: Crack Seal TreatmentPage | 11.4 BID ORGANIZATIONA. Each respondent must submit its proposal digitally through the U3P website using theState of Utah’s Bonfire (EUNA) account. The proposal must be submitted byWednesday, March 11, 2026, at 3:00pm.B. Please submit with the bid the documents listed below. Before a contract can beawarded, the selected contractor must provide all the documents listed below.1. Completed Contractor’s Cost Proposal (Attachment B).2. Completed Contractor Information Form (Exhibit A).3. Completed Certificate of Non-Collusion (Exhibit B).4. A copy of the bidder’s current local business license.5. A copy of the bidder’s current Contractor License issued by the Utah Departmentof Commerce, Division of Occupational and Professional Licensing.6. Proof of required insurance.7. Documentation from the County Treasurer of the bidder's county showing thatbidder is current on its personal property taxes.8. Documentation of minimum of three years’ experience.9. List of three similar projects, including contracting agency and contactinformation.1.5 PROPRIETARY INFORMATIONThe Contractor shall mark proprietary information contained in the bid which is not to bedisclosed to the public or used for purposes other than the evaluation of the bids. Pricingand service elements of the successful bid will not be considered proprietary.1.6 QUESTIONS AND CLARIFICATIONSA. All questions regarding this ITB must be submitted through the Utah ProcurementPlace (U3P) Bonfire (EUNA) website or to the Utah County Purchasing Manager,Robert Baxter, at RobertB@utahcounty.gov. The deadline for submission of questionsis end of business day Tuesday, March 3, 2026.B. Bidders are urged and expected to inspect the site where services are to be performedand to satisfy themselves as to all general and local conditions that may affect the costof performance of the Agreement, to the extend such information is reasonablyobtainable. In no event will a failure to inspect the site constitute grounds forwithdrawal of a bid after opening, or for a claim after award of the agreement.1.7 ACCEPTANCE OF BIDA. Utah County reserves the right to reject any or all bids or waive minor irregularitieswhen to do so would be in the best interests of Utah County.
