Have the administrative capacity to manage grant funds and fulfillreporting requirementsProposal Review and EvaluationRecommendation for FundingAward NotificationContract Start DateFebruary 17-28, 2026March 02, 2026March 09, 2026April 01, 2026Neil Sharp or Kateri WimsettPHSS_Prevention@co.thurston.wa.us(360) 628-3100Using JUUL Settlement Funds to Support Local Commercial Tobacco and Vaping Prevention andCessation InitiativesThis proposal outlines a plan for the use of JUUL settlement funds to support local organizations intheir efforts to address tobacco use in youth and young adults, with a particular focus oncommercial tobacco and vaping prevention, by providing grants to help in prevention or cessation.This initiative will focus on funding schools and community-based organizations to implementyouth led and evidence-based practices for prevention and cessation, primarily targeting youthand high-risk populations.This approach ensures a broad reach while emphasizing evidence-based solutions and communityengagement, with the goal of reducing tobacco-related harm in our local youth populations.This Request for Applications specifically requests proposals from programs or projects thataddress one or more of the following goals:• Promote health equity throughout Thurston County• Reduce vaping and tobacco use among youth and young adults• Promote smoke and vape-free homes• Increase quit attempts and long-term success rates, particularly among youth andpregnant individuals.• Minimize fetal nicotine exposure• Reduce second/third-hand smoke and vape exposure• Encourage responsible e-cigarette disposalExample Use of Funds (not limited to):• Delivering prevention and/or cessation programs in schools and other youth-centeredsettings.• Providing tobacco cessation counseling and support for high-risk populations.• Implementing evidence-based curricula for tobacco prevention.• Offering training and capacity-building to local staff on effective tobacco interventionstrategies.• Providing services shown to increase protective factors and reduce risk factors for substanceuse.All proposals will be assessed and scored by the Youth Vaping Prevention Team. Upon completionof the review process, organizations will be notified of outcome via email.The Youth Vaping Prevention Team will review and discuss all proposals to:• Assess the level of need for the proposed service(s)• Determine how each proposal will fulfill the need of Thurston County youth and/ortheir families• Evaluate whether the proposed services align with the Youth Vaping Prevention Teammission, as well as that of Thurston County Public Health & Social Services• Consider whether the proposal is well-articulated and identifies realistic, attainablegoals• Assess whether the expected benefits to Thurston County residents and their familiesjustify the cost of the service(s).To fully understand any proposal, the Youth Vaping Prevention Team may request additionalinformation to be presented in writing or may request to interview the applicant.Contracts are for a maximum of one year and are scheduled to begin on April 01, 2026, and endno later than May 31, 2026. Up to $50,000 will be available for reimbursement-based contracts.This amount only applies to the 2026-2027 funding year. Future and continued funding is notguaranteed. This is a competitive grant opportunity. Not all applicants will receive funding andaward amounts may will be given priority consideration.Completed proposal packets, including the application and any supporting documents, should beemailed in a single pdf attachment to PHSS_Prevention@co.thurston.wa.us. All submissions shouldbe sent by no later than 5:00pm PST on February 13,2026. Proposal packets not emailed to thisemail address or that are received after the submission time and date will not be considered forfunding.
