Summary

The City of Newport News (the “City”) is seeking proposals from qualified firms (the “Offeror” or “Contractor”) to furnish the goods and/or services described herein and proposals will be received via the City’s e-Procurement Portal, OpenGov Procurement ( https://secure.procurenow.com/portal/nnva ), to be received no later than Thursday, April 2, 2026 at 5:00 pm (local prevailing time).

The purpose of this Request for Proposals (RFP) is to solicit proposals to establish a contract with a qualified Contractor to furnish/provide a Comprehensive Benefits Administration solution/platform for the City's Human Resources Department.



Background

The City of Newport News (“City”) Human Resources Benefits Division currently administers active employee and pre-65 retiree benefits using the Tyler Munis/Enterprise ERP, which serves as the core platform for HR and payroll functions. The City is desirous of a modern benefits administration solution that will reduce manual intervention for tasks such as benefits enrollment, carrier data exchange, compliance reporting, and employee communications, and provide a self-service experience for employees. The desired solution/platform is expected to streamline HR benefits processes, strengthen compliance, and deliver an intuitive, user friendly experience for employees and administrators. The selected solution will support the administration of medical, dental, vision, retirement, FSA/HSA, COBRA and voluntary benefits for the active employee and pre-65 retiree population.
