SummaryCitrus County, Florida (“County”) invites interested and qualified contractors to submit a Bid for milling and resurfacing of S Apopka Avenue from US 41 to E Anna Jo Drive, approximately 3.6 miles. Work must be performed in accordance with the current Florida Department of Transportation (FDOT) Standard Specifications for Road and Bridge Construction, FY 2025-26, and all applicable Special Provisions and Contract Documents.
The Project includes two distinct resurfacing segments:
• US 41 to Daffodil St:
Minimum 2.25-inch milling, with additional removal as necessary to obtain a uniform, sound, and stable surface and to restore existing roadway geometrics documented in the required pre-construction pavement survey. Place 2.25 inches of FC-12.5, PG 76-22 polymer-modified binder, Traffic Level C.• Daffodil St to E Anna Jo Drive:
Uniformly mill 2.5 inches, then resurface with two (2) 1.5-inch lifts of FC-12.5, PG 76-22 polymer-modified binder, Traffic Level C.All hot-mix asphalt paving operations must utilize a Material Transfer Vehicle (MTV) providing continuous, non-contact transfer and remixing. Direct truck-to-paver dumping is prohibited. Any asphalt placed without an approved MTV is non-conforming work subject to removal and replacement at no cost to the County.
Asphalt used on this Project must appear on a current FDOT Asphalt Mix Design Plant Assignment Sheet, and bidders must submit the assignment sheet and approved mix design with their Bid. Only one production facility may be used unless the County grants prior written approval.
Work includes but is not limited to: pre-construction survey and video documentation; exposing and cleaning pavement edges; dyed herbicide/sterilant vegetation treatment; milling; asphalt paving; temporary and permanent pavement markings/RPMs; shoulder grading to establish positive drainage; sodding; sweeping; testing; and hauling of all generated millings to the County Road Maintenance Facility. All work is incidental unless specifically listed as a pay item.
Maintenance of Traffic (MOT):
Due to corridor constraints, single-lane closures with flagging are not permitted. Traffic control must be accomplished through a phased detour approach, per the Contract Documents, using only County-maintained roads unless written approvals are obtained from the City of Inverness or FDOT. A sealed Temporary Traffic Control (TTC) Plan prepared by a Florida-licensed Professional Engineer is required after Notice of Award.Pavement markings must comply with the latest MUTCD and FDOT requirements, including all temporary RPMs, temporary painted markings, and permanent thermoplastic.
The Project will be awarded as a Unit Price Bid Contract based on the estimated quantities shown in the Bid Form. All asphalt will be paid at the contract unit price per ton, regardless of actual depth or quantities required to achieve the required finished roadway geometry and surface conditions.
BackgroundCitrus County is a county located on the West Central Coast of the State of Florida. Citrus County is comprised of 8 towns and 2 cities: Beverly Hills, City of Crystal River, Dunnellon, Floral City, Hernando, Holder, Homosassa, Homosassa Springs, City of Inverness, and Lecanto.
The County is governed by a five-member elected Board of County Commissioners (the “BOCC”). The Commissioners are elected to staggered four-year terms of office. The County Administrator serves as the liaison between the BOCC and the citizens of the County and is responsible for administering programs in accordance with the policies established by the BOCC. The County provides a full range of Work including, but not limited to, construction and maintenance of highways and other infrastructure, law enforcement, fire rescue, library services, parks and recreation, human services, building inspection services, water and wastewater utility services, and refuse disposal services. In addition, State statutes require that the County provide financial and operational support (i.e. facilities) to the County’s Constitutional Officers .
