Category: Procurement Status: Open Description: The Intent of this Invitation for Bid (IFB) is for the County of Loudoun, Virginia (“County”) to obtain the services of a qualified General Contractor (“Contractor”) to construct the Youth Services Center Parking Expansion (the “Project”). The Project involves expanding the existing onsite parking areas to add 28 new spaces at the Youth Services Center, located at 42055 Gourley Transit Drive, Leesburg, Virginia 20175.
The scope includes the construction of additional parking spaces and associated site improvements, to include a retaining wall, storm sewer infrastructure, and a stormwater management system. All work will occur at an active County facility and must be executed in a manner that ensures uninterrupted operations throughout the duration of construction.
Pre-Bid Conference:
An optional Pre-Bid Conference will be held virtually using Microsoft Teams on March 9, 2026, at 11:30 a.m. to clarify any questions regarding the drawings, specifications, site conditions, and submission requirements.

All work will occur atan active County facility and must be executed in a manner that ensuresuninterrupted operations throughout the duration of construction.1.2 The County Construction Contract resulting from this IFB requires thepayment of Prevailing Wage Rates. Refer to Section 3.0 of this IFB.1.3 The County will bear all costs associated with the removal of unsuitable soilsand/or rock encountered below subgrade, as defined in Specification 312000,during construction of this Project.To support this, the County requests that the Contractor provide unit pricesfor both unsuitable soils removal and rock removal. These unit prices mustinclude the cost of importing suitable material to replace the quantitiesremoved. It shall be assumed that all suitable material will be sourced from anoff-site location.Unit prices shall be listed on the Pricing Page of the Bid and will be multipliedby an assumed quantity provided by the County to calculate an extendedprice. This extended price will be carried by the County as an Owner’sAllowance in the final Contract Price and paid to the Contractor on a peroccurrence basis. Any unused allowance will be returned to the County uponcompletion of the Project.This provision applies to all excavations, with the sole exception of DrillingActivities (e.g., borings, geothermal wells). In these cases, the Contractor shallassume that rock will be encountered and price the drilling accordingly as partof the Base Bid Cost.Refer to Specification 312000 for soil classification and for the Contractor’sresponsibility regarding unsuitable soils and/or rock encountered abovesubgrade.1.4 The County will require that the Contractor awarded this Contract useTrimble Unity Construct (Trimble), formerly known as e-Builder,Construction Program Management Software. Software licenses will beprovided by the County at no cost prior to the issuance of the Notice toProceed, along with training to ensure proficiency as recommended byTrimble.IFB RFQ 683959Youth Services Center Parking ExpansionPage 4 of 35Any additional training needed due to a lack of proficiency will be theContractor’s responsibility.Trimble will be used for all project management documentation andcorrespondence, including but not limited to: Request for Information,submittals, meeting minutes, pay applications, proposed and approvedchange orders, and close-out documentation.2.0 COMPETITION INTENDEDIt is the County's intent that this IFB permits competition. It shall be the Bidder's (i.e.any entity submitting a bid in response to this IFB) responsibility to advise thePurchasing Agent in writing if any language, requirement, specification, etc., or anycombination thereof, inadvertently restricts or limits the requirements stated in thisIFB to a single source. Such notification must be received by the Purchasing Agentnot later than fifteen (15) days prior to the date set for bids to close.3.0 PREVAILING WAGE RATESRemuneration for any individual performing work on the County ConstructionContract resulting from this IFB shall be at a rate equal to or greater than to theprevailing wage rate identified in Attachment 5 to this IFB.3.1 The Contractor awarded a County Construction Contract as a result of thisIFB, and any sub-contractors hired by the Contractor to perform Work onthe County Construction Contract resulting from this IFB, shall pay wages,salaries, benefits, and other remuneration to any mechanic, laborer, orworker employed, retained, or otherwise hired to perform Work inconnection with the resulting County Construction Contract at or greaterthan the prevailing wage rate identified in this IFB.3.2 Any Contractor or any subcontractor who employs any mechanic, laborer,or worker to perform Work under the County Construction Contract resultingfrom this IFB, at a rate that is less than the prevailing wage rate identified inthis IFB (i) shall be liable to such individuals for the payment of all wagesdue, plus interest at an annual rate of eight percent accruing from the datethe wages were due; and (ii) shall be disqualified from bidding on publiccontracts with any public body until the contractor or subcontractor hasmade full restitution of the amount described in clause (i) owed to suchindividuals. A contractor or subcontractor who willfully violates this sectionis guilty of a Class I misdemeanor.3.3 After award of the County Construction Contract, the Contractor to whomsuch contract is awarded shall certify under oath to the Commissioner ofLabor and Industry the pay scale for each craft or trade employed on theProject to be used by such contractor and any of the contractor’ssubcontractors for work to be performed under such public contract.
