Notice To Bidders
The Town of Colonie (“Town”) invites bids for the following:
Town Hall Window Replacement and Install JB342
Sealed bids will be received at the Office of Purchasing, Memorial Town Hall, Latham, NY 12110 until
January 28, 2026 12:00 PM local time. At that time and place all bids will be publicly opened and read
aloud.
All bidders shall comply with the N.Y. Gen. Mun. Law §103.
Beginning on January 14, 2026, the solicitation documents for this matter will be on file and publicly
exhibited at the Office of Purchasing, 534 New Loudon Road, Memorial Town Hall, Latham, NY 12110.
Copies of said documents may be obtained at that address. Complete bid documents may also be
available for download from the Empire State Purchasing Group’s web site at
http://www.bidnetdirect.com/new-york.
Bids shall be submitted at the time and place indicated in the Notice to Bidders and shall be enclosed in
an opaque, sealed envelope. The opaque envelope shall be marked on the outside with the project title
and name and address of the bidder. The submission shall consist of the completed pages of this
document marked “TO BE SUBMITTED” and any other required documents. The submission shall also
include, if required in the Notice to Bidders, the bid security. If the bid is sent through the mail or other
physical delivery system, the sealed envelope containing the bid shall be enclosed in a separate
envelope with the notation "BID ENCLOSED" on the face thereof AND the outer envelope shall be
marked on the outside with the project title and name and address of the bidder.
Each submitted bid must be accompanied by (a) a certified check in the sum of 5% of the amount of the
bid, drawn upon a national or state bank or trust company, to the order of the Town of Colonie, New York,
or (b) a bond with sufficient sureties in a penal sum equal to 5% of the bid, conditioned that if its bid is
accepted, successful bidder will enter a contract for the same and that he will execute such further
security as may be required for the performance of the contract.
At the execution of the anticipated contract, the Successful Bidder will be required to furnish performance
and labor and materials bond, and a payment bond equal to the full amount of the bid.
The Town of Colonie requires that, in instances where the project award exceeds $750,000, each
Successful Bidder has an apprenticeship program in place. Details are available in the solicitation
document.
The Town of Colonie reserves the right to waive any informality in or to reject any or all bids submitted.
Please note: The Town will host a meeting for all potential bidders at 10:30 a.m. on Tuesday, January 20,
2026. Attendance at this meeting is strongly recommended for Bidders. The meeting will take place at
Memorial Town Hall, 534 New Loudon Road, Latham NY 12110. Attendees will be given opportunities to
make investigations and pose questions about the project.
