The bidpacket should include:• Bid Summary (attached in this packet)• Acknowledgement of bid amendments, if any• Contact information for at least 3 references• Bid Bond equal to 5% of the bid price• Certificate of Insurance• Current W-9• Any other information deemed necessary by bidder to aid in award of RFPRFP CostAll costs incurred in the preparation and presentation of responses to the RFP shall becompletely absorbed by the respondent. All documents submitted as part of the RFP willbecome property of Morgan County. Washington StreetMadison, Georgia 30650Requests for an extension of this date will not be granted. Any late proposal will not beconsidered. It is the sole responsibility of the Respondent to ensure that the proposalarrives at the designated location prior to the deadline.Morgan County reserves the right to reject any and all proposals, to waive anyinformality or technicality and to accept that proposal which, in the judgement of theproper officials, is in the best interest of Morgan County.Prebid MeetingThere will be an optional pre-bid meeting on Friday November 14, 2025, at theMorgan County Public Safety Complex, 1380 Monticello Road, Madison GA 30650at 9:00a.m. The pre-bid meeting will be held at Morgan County Fire RescueHeadquarters, EOC.ContactAll questions about this RFP and submission requirements must be directed in writing toMr. Mark Williams via email at mwilliams@morgancountyga.gov.Any unauthorized contact shall not be responded to and may result in the disqualificationof the responder’s submittal. Answers to questions submitted will be communicated torespondents via email.Page 2 of 8RFP AmendmentsIt is the responsibility of respondents to check the Morgan County website for RFPinformation and amendments.Non-CollusionBy submitting a proposal, the respondent represents and warrants that no official oremployee of Morgan County has an interest, directly or indirectly, in the proposal or inthe final contract award. The respondent further understands proposals will be rejected ifthere is any evidence of collusion with another respondent.Compliance with LawsRespondents agree to be bound by applicable Federal, State and Local laws, regulations,and directives.Qualification & Award BasisMorgan County reserves the right to accept or reject any and all proposals or any parts ofa proposal wherein its judgment, it will be in the best interest of the County; waive anytechnicalities/informalities in the RFP document and proposal process; and to qualify andaward any or all of this contract in any manner in which Morgan County, acting in thesole and exclusive exercise of its discretion, deems to be in Morgan County’s bestinterest. Cost will not be the sole factor in the selection process. If no acceptableproposal is received Morgan County also reserves the right to re-solicit proposals, at itssole discretion.Required Bonds and InsuranceA bid bond equal to 5% of the bid price must be submitted. A certificate of insurancewith minimum coverage limits of $1,000,000 general liability, $150,000 automobileliability and statutory limits for worker’s compensation must be submitted. Additionally,Page 3 of 8upon award of project, the selected bidder shall provide Morgan County with a 100%project value performance and payment bonds.ReferencesSubmission of a response authorizes Morgan County to make inquiries concerning therespondent and its officers to any persons or firms deemed appropriate by MorganCounty.Completion InspectionMorgan will periodically conduct inspections during construction. A final inspection willbe conducted before accepting the project as complete and processing final payment.TrainingThe successful bidder shall provide training for care and maintenance of all installedproducts and equipment.SERVICES REQUESTEDPurpose of RequestMorgan County Board of Commissioners are seeking bids for the Morgan County FireRescue Live Fire Training Facility. The specifications below address the specificrequirements together with certain details as to finish, material preferences, equipmentand appliances with which the successful bidder must conform. The bidder shall bear theresponsibility of insuring that the elements contained within the specifications are sound,safety conscious, and functional. This RFP will be for the design, build, and operationaltraining for (1) NFPA compliant live fire training facility to be built onsite at Fire Station10 located at 1640 Mission Road in Madison GA. Shop drawings representing theproposed build will be due with bid submission.WarrantyAll bidders shall state the length and terms of warranty of all applicable warranties.Page 4 of 8State Delivery TimeThe bidder shall estimate the expected delivery date from time of order.SCOPE OF WORKMORGAN COUNTY FIRERESCUE LIVE FIRE TRAININGFACILITYPage 5 of 8
