NOTICE TO CONTRACTORSBids shall be submitted electronically through the www.bidexpress.com webservice until 10:00 a.m. local time onMarch 3, 2026 and the same will be publicly opened at the same hour at the office of the Franklin County Engineer for thelabor and material necessary for the CDBG Genessee Avenue Drainage Improvements from Parkwood Avenue toPerdue Avenue, Mifflin Township, Ohio.Project Description: This project includes the installation of appx. 620 LF of storm sewer pipe, demolition of existingstorm sewer structures within the Right of Way of Genessee Avenue and an alley to connect to the existing Earl Avenuestorm sewer system. All disturbed areas will be restored including road pavements and vegetated areas.This project is being paid for, in part, with Community Development Block Grant funds from the US. Dept. of Housingand Urban Development. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contractdocuments contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices,goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses,and related matters.A Bidder must be prequalified for the type of work specified in the Contract by ODOT.The benchmarks to be met are: Section 3 Workers: 25 percent or more of the total number of labor hours worked byall workers on a Section 3 Project. Targeted Section 3 Workers (persons residing in subsidized housing): 5 percent ormore of the total number of labor hours worked by all workers on a Section 3 project. All bidders must submit documentaryevident that outreach was made to Section 3, Minority and Women Business Enterprises (MBE/WBE) to perform assubcontractors on the job.A Pre-Bid conference will be held virtually via Microsoft Teams on February 18, 2026, at 10:00 a.m. Meeting ID:224 453 305 505 72; Passcode: QM7L5XR3. The plans, profiles, specifications, and estimates of quantities for doing thiswork are available through the www.bidexpress.com webservice for inspection by interested parties.All proposals shall be submitted electronically through the webservice www.bidexpress.com. Proposals must containthe name of every person interested therein and shall be accompanied by a bid guaranty and contract bond for the full amountof bid; or in lieu of the bid guaranty and contract bond the bidder may submit a bid guaranty as provided by Section 153.54of the Revised Code in the form of a certified check or cashier's check pursuant to Chapter 1305 of the Revised Code. Theamount of the certified check or cashier's check shall be equal to ten percent (10%) of the bid. The certified check orcashier's check submitted with a bid will be held as a guarantee on an accepted bid proposal.The contract will be awarded within 60 days of the bid opening date. At that time, a contract bond in the sum of 100%of the bid shall be executed in accordance with Section 153.54 of the Revised Code of Ohio. All qualified businessenterprises will be afforded full opportunity to submit bids in response to this invitation and no bidder will be discriminatedagainst on the grounds of race, color or national origin in awarding the subject contract.Certified Check or Cashier's Check will be returned to all other bidders after the Contract has been awarded. Thebidder’s address shall be included along with his/her signature on the bid.The work shall be completed no later than October 31, 2026. Upon failure to complete the work within the timespecified, the Contractor shall be governed in accordance with Section 5555.67 of the Revised Code of Ohio. No proposalshall be considered unless it complies with all the rules and regulations set forth in the Contract documents. Allbidders are urged to carefully read the same and comply with them.
