Overview

Summary

Purpose: It is the intent of the following specifications to describe various types of Liquid Asphalts needed by Collin County. All material must meet the standards set forth in Item #300, Asphalt, Oils, and Emulsions, Standard Specifications for Construction and Maintenance of Highways, Streets and Bridges, 2024 Edition, Texas Department of Transportation (TxDOT).

Background

Collin County Public Works Department has a mission to

• Provide the citizens of Collin County the safest driving conditions possible through proficient construction and maintenance of all county roads and bridges.
• Maintain good public relations by providing information in a helpful and informative manner.
• Uphold the policies approved by the Commissioners Court.
• Continuously strive for construction and maintenance improvements through use of new methods and materials.

Collin County uses liquid asphalts primarily for roadway maintenance, preservation, and construction through TxDOT-approved sealing techniques. Emulsion is the "glue" that binds the road's rock material to the base and may only be applied in warm and dry weather conditions.
