REQUEST FOR QUALIFICATIONSandREQUEST FOR PROPOSALSMUNICIPAL TRAINING CENTERMASTER PLANJanuary 16, 2026REQUEST FOR QUALIFICATIONSMUNICIPAL TRAINING CENTER MASTER PLANTOWN OF COLONIEINTRODUCTION:The Town of Colonie (Town) is soliciting qualifications (RFQ) for architectural / engineering(A/E) services to develop a facility-wide master plan for the future improvements to itsMunicipal Training Center.BACKGROUND:The Town of Colonie represents more than 86,000 permanent residents and encompasses morethan 57 square miles in the heart of New York State’s Capital District. Town services include,amongst others, Police, Emergency Medical Services (EMS), and Public Works departments.Additionally, eight independent fire departments and four contracted fire protection districtsprovide services within the Town.The Town owns and operates the Municipal Training Center (MTC or Center) which providesfacilities for the training of its employees, contracted fire departments, and public and privatefire, police, and EMS agencies. The MTC facilities include classroom, simulated, and liveenvironments.The MTC has evolved organically since its original construction in the 1960s without the benefitof a long term master plan. In addition, a number of the structures are approaching the end oftheir useful life. Rather than replacing components individually, the Town desires to develop asite-wide Master Plan (Plan) to guide future projects in order to better utilize and organize theavailable space and to provide a financial framework for project funding needs.PROJECT MISSION STATEMENT:To redevelop the existing site into a secure, adaptable, consolidated facility for the current andfuture safe, comprehensive, and effective training and professional development of firstresponders (including police, fire, medical, and public works) for the Town of Colonie and itspartners in public safety and to provide redundancy and resiliency in emergency incidentcommand, communications, and equipment readiness in the Town of Colonie.HISTORY:The MTC is located at 100 and 108 Wade Road in the Town of Colonie (Exhibit A). The twoparcels comprise a total of 8.8 Acres. The Center is located in an Airport Business Area zoningdistrict and is boarded to the north by vacant lands of the Albany County Airport Authority, tothe east by partially developed lands occupied by a Federal agency, to the south by HastingsDrive and to the west by Wade Road. Albany International Airport is located across Wade Roadfrom the Center and the termination of the east/west runway is in close proximity to the site.1REQUEST FOR QUALIFICATIONSMUNICIPAL TRAINING CENTER MASTER PLANTOWN OF COLONIEThe MTC site has significant topographic variation with elevations differing by more thantwenty feet between the southern and northern operating areas.In the time prior to the mid-1960’s, the MTC site was the location of the former Town ofColonie dump and solid waste incinerator. Operations at the site included incineration ofcombustible domestic and commercial garbage and may have included direct bury ofnoncombustible material. The original incinerator building is still located at the site and hasbeen deemed unsafe.In the mid-1960’s, the site transitioned from its former use as a solid waste facility to a locationat which firefighter training was conducted. Firefighters from that time period cite the existenceof a 4-story block burn tower, car burn pads, and flammable liquid pit.In the late 1980’s, classrooms were constructed and a propane simulator and air bank wereadded.In the 1990’s the original block burn tower was replaced by a five-story steel structure and theflammable liquid pits were removed and replaced with a car burn pad.A streetscape, including two relocated single family residential structures, was created between2000 and 2015.In 2025, the steel burn tower and the propane simulator were replaced; a rail tank car was added.There are also numerous smaller props / simulators and structures with unknown timelinesincluding a roof simulator, a confined space training prop, storage containers and trailers locatedon the grounds.SCOPE OF SERVICES:1.0 GeneralServices shall be required of licensed and registered architects / engineers with the experienceand qualifications necessary to:• Develop current and future needs assessments based upon on-site inspections andextensive interviews with project team members and designated stakeholders• Prepare a site survey by a NYS licensed and registered Professional Land Surveyor• Conduct Phase I and, if authorized, Phase II Environmental Site Assessment• Present equipment and facilities to project team members as basis of designs that maysatisfy current and future needs at the site based upon experience at similar trainingcenters• Assist with the evaluation and selection of equipment and facilities to be used as basis ofdesign for future phases2REQUEST FOR QUALIFICATIONSMUNICIPAL TRAINING CENTER MASTER PLANTOWN OF COLONIE• Prepare summary tables and reports documenting evaluation processes to supportselections including opinion of probable cost and annual operations and maintenancecosts.• Develop several conceptual site plans, including renderings, to satisfy needs assessmentand assist project team with the selection process• Advance selected conceptual site plan to sufficient level of detail for inclusion in MasterPlan• Develop a consolidated Master Plan that includes all supporting documentation, decisionmatrices, and long term financial evaluation to support future improvements• Identify potential sources of funding and assist Town staff with applications by preparinggrant support materials2.0 Needs AssessmentFacilitate and moderate meetings with individual project team members and the team as a groupto identify facility needs including, but not limited to:• classrooms and functionality• simulators and training props• equipment storage• emergency operations and redundancy components• site usage, access, and layout• support structures and equipment3.0 Site SurveyConduct legal and topographic survey of the two parcels which comprise the Municipal TrainingCenter for use in developing future design layout. Survey shall include, but not be limited to thefollowing:Identify all visible features, including but not limited to, buildings, above and below gradestructures, asphalt and concrete limits, curbs, sidewalks, drainage ditches, bollards,perimeter fencing, trees and bushes, overhead wires, and visible utility features. Mappingshall be compiled using AutoCAD with contours generated in one-foot intervals.AutoCAD mapping shall also include any non-visible features such as property lines,easement, water mains(s), gas main(s), gravity sewer main(s), sewer force mains(s),electrical duct banks, and communication lines. For AutoCAD mapping, each existingfeature shall be placed on its own applicable layer with COLOR 13 to show that feature asexisting.4.0 Environmental Site AssessmentConduct a Phase I Environmental Site Assessment (ESA) in accordance with ASTM E1527 andall relevant Federal and State rules and regulations including, but not limited to:3REQUEST FOR QUALIFICATIONSMUNICIPAL TRAINING CENTER MASTER PLANTOWN OF COLONIE• review Federal, State, and Local environmental databases for hazardous substancereleases, underground/aboveground storage tanks, solid waste and hazardous waste sites,and spills, leaks and enforcement actions• conduct physical inspection of the site and surrounding areas visible from the siteincluding structures, grounds, surface conditions, tanks, drums and waste areas,distressed vegetation, odors, etc.• identify and assess environmental conditions including RECs, CRECs and HRECs• assess potential environmental risk• prepare and submit Phase I ESAIf directed, conduct a Phase II Environmental Site Assessment in accordance with ASTM E1903and all relevant Federal and State rules and regulations including, but not limited to:• develop site specific Phase II sampling plan and media to be investigated• prepare site specific Health and Safety Plan (HASP)• perform intrusive investigation activities and conduct analyses as required• delineate the nature and extent of contamination, if present• identify applicable environmental regulations and remediation standards• prepare and submit Phase II ESA5.0 Equipment and Facility Basis of Design (BOD) SelectionUsing the results of the Needs Assessment, assemble designs of other municipal training centersand technical documentation for equipment at similar facilities based upon Firm’s experienceand research for presentation to the project team. The BOD Selection task will result inidentifying the functionality of interior spaces and the major types of equipment / simulators /props to be included in future phases.6.0 Conceptual Site LayoutUtilizing the results of the Basis of Design, create up to six distinct site layouts identify locationof facilities and equipment. Meet with the project team to present the alternatives. Facilitate andmoderate discussions regarding the layouts. Advance up to three layouts for additionalrefinement. Advanced layouts to include site renderings, formal pros/cons evaluation, andrelative cost for significant differences between layouts. Facilitate and moderate discussions toadvance the preferred site layout, which may include a limited number of alternates. Developfinal renderings and document decision matrices.7.0 Master PlanAssemble, consolidate, and refine all work completed to date into a final Master Plan to providea clear roadmap for the future development of the site. The Master Plan shall include, but not belimited to:• Existing Conditions & Baseline Analysis• Regulatory Framework including zoning, planning, environmental, and utility constraints4
