Scope of Services
Scope of Services: This contract covers the supply and delivery of Reflective Vinyl Sheeting & Electrocute Film for use in traffic control signage, and safety applications. The selected vendor shall furnish all materials, equipment, and documentation necessary to meet the requirements outlined herein. Manufacturing and/or supplying reflective vinyl sheeting that meets or exceeds specified performance standards. Packaging, labeling, and delivering materials to the designated location. Providing all certifications, warranties, and product data sheets. Product Specifications: The reflective roadway vinyl sheeting shall comply with the following minimum specifications: Material Composition Durable, weather-resistant retroreflective vinyl film suitable for permanent or temporary roadway applications. Pressure-sensitive adhesive backing for application to aluminum Blank backers. Protective liner to prevent contamination of adhesive prior to installation. Retroreflective Performance Conform to ASTM D4956 Type IX or Type XI (or as specified by the contracting agency). Minimum Coefficient of Retroreflection (RA) shall meet or exceed the values specified in ASTM D4956 for the applicable sheeting type and color. Colors shall comply with the chromaticity and luminance requirements per ASTM D4956 Table 1. Durability Minimum outdoor performance life of 7 years under normal traffic and environmental conditions. Resistance to fading, cracking, delamination, and loss of reflectivity. Must withstand temperature range of -30C to 65C (-22F to 150F) without degradation. Dimensions and Colors Available widths: 4”, 6”, 10", 12”, 18", 24", 30", 36" 48”, and custom widths, by square footage upon request. Roll length: 50 yards (minimum). Standard colors: White, Yellow, Red, Blue (additional colors available upon request). Compliance and Certifications Must be listed on the State Department of Transportation’s Approved Products List (APL) where applicable. Must meet or exceed Federal Highway Administration (FHWA) and Manual on Uniform Traffic Control Devices (MUTCD) requirements for retro reflectivity. Manufacturers should provide certificates of compliance and independent test reports verifying conformance to applicable standards. Electrocute (also known as Electro Cut Film or Electronic Cut Film) is a high-performance, translucent colored film designed for use in the fabrication of reflective traffic signs. It is typically applied over white reflective sheeting to create legends, symbols, borders, or backgrounds that meet color and reflectivity standards. The film is precision-cut (using computer plotters or similar systems) and applied without the need for screen printing, ensuring clean edges and consistent appearance. Electrocute films function as the color and design component of reflective signage. When applied to reflective sheeting, they allow sign manufacturers to produce custom sign messages and graphics that maintain uniform reflectivity and durability. The films transmit light through specific wavelengths to achieve the required reflective color output (e.g., red, green, blue, or brown) while maintaining the retroreflective efficiency of the base sheeting. Matching Components: The following items shall be provided to remove any warranty issues of using third party non-warrantied materials to fabricate, store, or install signs with the manufacturer`s sheeting at no cost. Included shall be process inks and thinners to warranty the silk-screening process onto the manufacturer`s sheeting. Nylon washers shall be provided to protect the manufacturer`s sheeting during sign installation. Slip sheeting liners shall be provided to protect sign faces during storage.
