The 2021 US Census, American CommunitySurvey estimates approximately 4,673 residents. The City of Salem, Missouri, is a fourth-class city and operatesunder a Mayor/Board of Aldermen/City Administrator form of government, providing a wide variety of publicservices, including police, parks and recreation, a municipal airport, street maintenance, electric, water andwastewater treatment services.SPECIFICATIONSVendor shall deliver/furnish the following remanufactured transformers with any applicable warranty:Minimum specifications:• Five each (5) 10KVA Pole Mount Completely Self Protected (CSP) Transformers• Five each (5) 15KVA Pole Mount Completely Self Protected (CSP) Transformers• Five each (5) 25KVA Pole Mount Completely Self Protected (CSP) Transformers• Condition: Remanufactured• Warranty: 90 days or moreAll vendors who are interested in submitting a quote for these transformers are required to provide the followinginformation:• Warranty available• Quote for the transformers (15) including delivery to the Electric Department 1205 S. Washington St., Salem,MO. NOTE** Two different addresses for submittal and bid opening.• Bids shall be submitted on the forms provided and must be manually signed by the individual authorized tolegally bind the company. Additional documentation may be submitted with the Bid form.• Bids shall be submitted in a sealed envelope that is clearly marked “Transformers” on the outside ofthe mailing envelope.• Bids received after the opening date and time will be rejected.• FAXED/EMAILED BIDS WILL NOT BE ACCEPTED.Cost of Proposal:1. Provide the price that your company will charge the City for providing services as outlined in theSpecifications.2. Any additional fees or costs for the services identified in this RFB that are not included in the feespresented.Award and SelectionEach proposal will be evaluated based on the following criteria:1. Proposals shall be awarded to the lowest responsible bidder. Proposals shall not be accepted from, norcontracts awarded, to a contractor who is in default on the payment of taxes, license, or other monies duethe city. All bids received that are submitted by individuals or businesses with their principal place ofbusiness located in Dent County, Missouri, shall be multiplied by a preference factor of .95 awarding thecontract for goods or services.2. The actual bid amount multiplied by the appropriate preference factors shall be termed the adjusted localbid amount. The adjusted local bid amount shall be used in lieu of the actual bid amount in comparingcompetitive bids.3. In determining “lowest responsible bidder,” in addition to price, the following shall be considered:a. The ability, capacity, and skill of the bidder to perform the contract or provide the service required;b. Whether the bidder can perform the contract or provide the service promptly, or within the timespecified, without delay or interference;c. The character, integrity, reputation, judgment, experience, and efficiency of the bidder;d. The quality of performance of previous contracts or services;e. The previous and existing compliance by the bidder with laws and ordinances relating to thecontract or service;f. The sufficiency of the financial resources and ability of the bidder to perform the contract orprovide the service;g. The quality, availability and adaptability of the supplies, or contractual services to the particularuse required;h. The ability of the bidder to provide future maintenance and service for the use of the subject of thecontract;i. The number and scope of conditions attached to the bid.4. The City reserves the right to award all or portions of the project to the company whose proposal bestmeets the goals of the request dependent upon funding availability.The City reserves the right to reject all bids. It is the intent and purpose of the City that this RFB provide fair andequal opportunity for each bidder to submit competitive bids. It is the bidder’s responsibility to furnish as muchdetail as possible. All proposals shall be accepted or rejected by the City of Salem, Missouri, Board of Aldermen.Upon Bid Award, the successful company that is providing services on site must obtain a City Business orContractor License prior to beginning work.
