Complete information for products proposed as equals must besubmitted to the Public Works Office for review by Friday, November 7, 2025, 4:30 pm.Pursuant to Labor Code section 1771.1, a contractor or subcontractor shall not be qualified to bid on, be listed in abid proposal, subject to the requirements of Public Contract Code section 4104 or engage in the performance of anycontract for public work, as defined in Labor Code section 1720, et seq., unless currently registered and qualified toperform public work pursuant to Labor Code section 1725.5. It is not a violation of this section for an unregisteredcontractor to submit a bid that is authorized by Business and Professions Code section 7029.1 or by Public ContractCode section 10164 or 20103.5, provided the contractor is registered to perform public work pursuant to Labor Codesection 1725.5 at the time the contract is awarded. Pursuant to California Labor Code section 1770, et seq., thesuccessful Bidder shall pay not less than the prevailing rate of per diem wages as determined by the Director of theCalifornia Department of Industrial Relations. In accordance with the provisions of Labor Code Section 1774, the prevailing wagerate for classifications of Labor to be employed in the work have been determined by the Napa County Board ofSupervisors and is included in the Special Provisions referred to above.The Contractor shall possess a Class A license at the time of contract award. No bid will be considered unless it ismade on a blank form furnished by the District Engineer and is made in accordance with the provisions of theproposal requirements and conditions set forth under the Standard Specifications of the State California, Departmentof Transportation, except as modified in the above referred to Special Provisions.Each bidder must be licensed as required by law at the time the contract is awarded. The contractor and anysubcontractors shall be registered with the State of California Department of Industrial Relations (Public WorksContractor (PWC) Registration) at the time of bid opening.A bid guarantee in the amount of 10% of the total bid shall accompany the bid.The successful bidder shall be required to furnish a Performance Bond in an amount equal to 100% of the contractprice and a Labor and Material Bond in an amount equal to 100% of the contract price with good and sufficientsurety.Each bidder is required to attend the pre-proposal site walk at: 804 First Steet, Napa CA 94559 | Thursday,October 23, 2025 | 10:00 am . All prime contractors intending to bid the project must have at least onerepresentative attend the site walk and sign in on the attendance sheet in order for their bid to be consideredresponsive.
