DescriptionThis is a notice of intent to consolidate/bundling requirements IAW RFO 7.107-3 Notifications. The AFLCMC/HNCK Platform One (P1) contracting office plans to solicit an offer for a non-personnel services contract to provide Party Bus with technical, operational, and cybersecurity capabilities necessary to rapidly onboard, secure, deploy, and sustain mission applications across Department of War (DoW) environments for Party Bus’ Mission Development Operations (MDO) and Cyber Assessment Team (CAT) capabilities. The contractor shall provide all personnel, equipment, supplies, transportation, tools, materials, supervision, and other necessary items. The acquisition team is seeking a contractor to provide MDO/CAT capabilities that enable the rapid, secure onboarding, deployment, and sustainment of mission applications across Platform One Party Bus environments. The contractor shall support applications operating across DoD Impact Levels 2, 4, and 5 by providing infrastructure provisioning, platform engineering, shared data services, deployment enablement, and Continuous Authorization to Function (CtF) assessment support through the Path-to-CtF process. The contractor will collaborate with application teams, cybersecurity stakeholders, and Platform One leadership to reduce onboarding timelines, improve infrastructure reliability, automate security and compliance activities, and ensure secure, scalable, and repeatable software delivery. The contractor shall implement automation through Infrastructure as Code (IaC), GitOps, centralized monitoring, compliance validation, and enterprise platform engineering while sustaining existing Platform One capabilities and supporting future mission growth through resilient, secure-by-default operations
The contracting office has conducted market research that demonstrates the consolidation of three (3) existing Basic Ordering Agreement (BOA) orders to be necessary, justified and in the best interest of the government. The three (3) BOA orders that will be consolidated are:

FA830723FB013
FA830723FB054
