Interested and qualified contractors should reviewthe requirements outlined within this Request for Proposal.Contractors shall submit proposals in accordance with the included Proposal Requirements, andattach any other required documentation as specified in this Request for Proposal. The final date tosubmit proposals is Thursday, April 9, 2026 at 4:00 PM EST. Proposals may be submitted using eitherof the following methods:1. Project OverviewThe County of Monroe (“County”) is soliciting proposals from qualified contractors toprovide high-quality vinyl graphics, design layout, and installation services for the MonroeCounty Sheriff’s Office fleet of law enforcement vehicles.The successful bidder shall be responsible for applying consistent, durable, and highly visiblemarkings across a diverse fleet ranging from standard patrol SUVs to marine and off-roadunits and specialty vehicles.2. General SpecificationsA. The specifications listed in this Request for Proposal (“RFP”) are intended to serve asgeneral guidelines, unless otherwise noted, to be followed by contractors in preparinga proposal and during the ensuing project. These specifications are intended to list themajor tasks to be completed and the Selected Contractor (“Contractor”) shall beresponsible for completing all other tasks required to achieve a first-class project, evenif each specific task is not listed herein.B. All work schedules and activities shall be coordinated with County staff and completedin a fashion that minimizes the time of disruption to the County’s normal operations.C. In all circumstances, the work shall be of first-class quality and performed by qualifiedpersonnel who are skilled in the respective trade and knowledgeable about the productsand equipment being used.D. Care shall be taken to ensure no damage is caused to County property and any adjoiningproperty.3. Scope of WorkThe Contractor shall provide all labor, materials, and equipment necessary to perform thefollowing:A. Design and Proofing: Adapt existing agency branding to fit various vehicle bodystyles while maintaining a uniform standard, utilizing only approved logos andmarkings provided by the Monroe County Sheriff’s Office.B. Material Specifications: Use premium, automotive-grade reflective and non-reflective vinyl (e.g., 3M™ 5100R Scotchlite™ film [FDC Series] 064Gold orequivalent) capable of withstanding Michigan’s extreme weather, road salt, and UVexposure.RFP Page 1C. Installation: Professional on-site or off-site application with seamless finishes,ensuring no damage to vehicle paint or surface.D. Removal: Occasional removal of old graphics from decommissioned units withoutghosting or adhesive residue.4. Vehicle Inventory CategoriesProposals must include pricing tiers or line items for the following vehicle types:CATEGORYStandard PatrolTrucks/Work UnitsSpecialty/MarineRecreational (ORV)Command/SpecialTYPICAL MODELSFord Explorer, ChevyTahoe, Dodge Charger,transport vans.Ford/Chevy pickuptrucks of various modelsPatrol Boats, Jet SkisSide-by-sides (UTVs)SWAT, Dive, IncidentCommand VehicleSPECIAL REQUIREMENTSHigh-visibility reflective markingsfollowing uniform standardApplication on pickup trucksMarine-grade, salt-waterresistant vinylDurable laminate foroff-road brush/abrasionLarge-scale graphic application5. Technical RequirementsA. Reflectivity: All primary markings must meet or exceed local safety visibilitystandards for emergency vehicles.B. Warranty: Provide a minimum of a 5-year manufacturer warranty against peeling,cracking, and fading; and a Minimum of a 2-year warranty on installationworkmanship.C. Turnaround: Complete work on each vehicle within two (2) business days of deliveryto minimize fleet downtime.6. Proposals and Contract AwardA. Contractors shall submit proposals and bid pricing to the County as described in theProposal Requirements included with this RFP. Proposals shall take into considerationall such conditions as may affect the work under this contract. The submittal of aproposal automatically implies that the contractor is completely familiar with thelocation, scope, and nature of the work and of the equipment, materials, and laborrequired to complete the project.RFP Page 2B. The County may, in its discretion, award a contract to complete all components or aselection of the components of the work listed within this RFP.C. The County may visit and review contractors’ facilities and equipment prior to awardof contract. Contractors shall be prepared to facilitate such visits and note additionalvisits may be conducted during the term of any subsequent contract.7. Receiving OfficeContractors shall submit proposals in accordance with the included Proposal Requirements,and attach any other required documentation as specified in this Request for Proposal. Addenda and Supplements to RFPIn the event of changes to the RFP, contractors will be notified in writing.
