Scope of Services
The City of Sanford, Florida hereby invites qualified engineers, architects, designers, and contractors, who are
licensed to practice in the State of Florida, to submit proposals for the performance of a full-service A & E
firm to design, engineer and permit repairs to the Downtown Sanford Marina, providing for a complete bid &
permitting package consistent with Exhibit A- Marina Hurricane Ian Repairs Conceptual Scope of Work.
Awarded firm will be responsible for providing complete design services including program completion,
schematic design, design development, construction documents, bidding, construction administration, and
administration of the one-year warranty period.
The Sanford Florida Marina Isle Flood Protection project will reconstruct the existing seawall
around Marina Isle to provide a state-of-the-art facility that will increase the seawall height to
protect from future flooding and increased intensity of storms. This project at Marina Island (aka
Marina Isle) is part of a larger ongoing effort by the City of Sanford to continually improve flood
protection for the area. Approximately 2,024 feet of seawall will be fortified and raised in
elevation by approximately two feet.
Sanford’s Marina Isle is located at the north end of N. Palmetto Avenue on the shores of Lake
Monroe. The Downtown Sanford Marina is located within Marina Isle at 531 N. Palmetto
Avenue. A separate project is ongoing to reconstruct the Downtown Sanford Marina to repair
damages from Hurricane Ian.
It is the City’s intent that the selected firm Provide complete professional design and required
permitting services including Program Completion, Schematic Design, Design Development,
Construction Documents, Bidding, Construction Administration, Grant Administration and
Administration of the one-year warranty period.

Total: 1Question Date Asked Answer Date Answered Hello City of Sanford - please find some initial questions we have following our visit at the pre-Bid meeting and our review of the RFP documents. Thank you for the opportunity to support the City of Sanford in this effort.
QUESTIONS:
1.) Please confirm that pages 32-35 of 66 of the RFQ are not representative of the scope of work and that the scope of work is the replacement of the yellow seawall on sheet 49 of 66 of the RFQ.
2.) Is a survey available in AutoCAD for the project and can it be provided for this RFQ?
3.) Is there a Geotech report available for the project and can it be provided for this RFQ?
4.) Can the City provide the remaining portions of the Preliminary Engineering Report?
5.) Are there existing as-builts and/or design drawings (preferably as-builts) available for the following, and can they be made available for this RFQ?

Paving, Grading & Drainage
6.) The stormwater pipes exiting the existing seawall appear to have been CIPP lined. Can the City confirm this?
7.) Will the design need to consider or provide any project phasing or is it to be built as one phase project?
8.) What company is designing and permitting the FEMA funded project?
9.) Are there any anticipated permits beyond the following?:
USACE
FDEP
City of Sanford Building Department (structural)
Public Works (conformance w/ grants)
10.) Would the City be amenable to a different design than the king pile design, and possibly a multi-option design, that being multiple designs to be bid simultaneously with the benefit to the City being the evaluation of actual bid numbers to make an informed decision on the most economically viable solution?
11.) Is the $7,163,762 budget reflective of only the scope of work advertised in this bid or does it also include the FEMA (red) portion or any other portion of work?
12.) The RFQ states that the City of Sanford owns the land and the lake bottom in and around Marine Isle. The Seminole County Property Appraiser website does not seem to corroborate this. The FDEP State Lands GIS database appears to indicate that the City of Sanford has a Submerged Lands Lease over an area surrounding Marine Isle and the marina. The engineering report states that Sheet V-1.00 shows the lease line locations but no such lease boundary is present on Sheet V-1.00. Please confirm the City has a submerged lands lease and provide the limits of this lease.
13.) Is grant administration and administration of the one-year warranty period part of the scope of this RFQ?
14.) Please confirm that there are no requirements from FEMA for this work.
15.) Please confirm the grant expiration date.
16.) Can we extend the timeline for project descriptions (Section 5.03A) from 3 years to 5 years?
