CITY OF ALBANY, OREGONREQUEST FOR PROPOSALSStandards of Cover Analysis RFPProposals Due by 2:00 p.m. (Pacific Time), Tuesday, February 3, 2026The City of Albany Fire Department (AFD) is requesting proposals from qualified firms to conduct acomprehensive Standards of Cover (SOC) Analysis. The purpose of this project is to evaluate Albany FireDepartment’s service delivery, deployment strategies, and response performance to ensure efficient,equitable, and data-driven emergency service coverage for the cities of Albany and Millersburg, as well asthe three rural fire districts served by AFD. The analysis should also include an evaluation of sustainablefunding options to support both current operations and future growth of the department, includingconsideration of a potential transition to a fire district model.A Mandatory Preproposal Meeting will be held remotely on Wednesday, January 14, 2026, from 3:00p.m. to 4:00 p.m. The meeting will provide Contractors and subcontractors, with an opportunity to askquestions, review the solicitation scope requirements, and understand the project background and expecteddeliverables. Contractors or their representative must attend the meeting in order to submit a proposal. Cityencourages all prospective proposers to attend the meeting; Proposers may consider joint ventures to submita proposal covering all aspects and requirements. Proposers are solely responsible for checking thewebsite to determine if addenda or clarifications have been issued. For questions regarding the solicitation,contact Diane Murzynski, CPPO, Contracts and Procurement Officer, at contracts@albanyoregon.gov.Time is of the essence to acquire a qualified contractor to provide the required professional services withinthe prescribed timeline. Proposal responses shall be submitted electronically to Diane Murzynski, in theFinance Department, at procurement@albanyoregon.gov, and must be received not later than 2:00 p.m.,(Pacific Time), Tuesday, February 3, 2026, or any extension of the time made by addendum. Submittals willbe considered time-stamped and received by the City when received in the procurement email inbox. Theemail subject line should include the project name “RFP# 260101, Standards of Cover Analysis”. Proposalsreceived after the closing date and time will not be opened or reviewed. There will be no formal opening.Proposals shall be valid for 120 days after opening unless otherwise specified.The City may reject any proposal not in compliance with all prescribed solicitation procedures andrequirements and other applicable law and may reject any or all proposals in whole or in part when thecancellation or rejection is in the best interest of the City, and at no cost to the City.DATED THIS 7TH DAY OF JANUARY 2026.Diane M.
