NOTICE TO BIDDERSThe City of Monroe will receive bids for WINCHESTER AVENUE CULVERT REPLACEMENT until2:00 P.M. February 12, 2026, in the City Hall Conference Room, 300 West Crowell Street, Monroe, NorthCarolina 28112, when all bids will be publicly opened and read aloud.Bids are invited on work consisting of, but not limited to earthwork, structure removal, box culvertinstallation, drainage structures, riprap armoring, concrete curb and sidewalk, asphalt paving, and anyassociated work required at Winchester Avenue within the City of Monroe.Bidding Documents may be viewed and ordered online by registering with Duncan Parnell via their bidroom https://bidroom.duncan-parnell.com. Registration with Duncan Parnell is required to obtain the biddocuments and be added to the official Plan Holder’s List. Addenda notification will be sent to thosebuying full sets from Duncan Parnell via their bid room. The cost of bid documents and shipping is non-refundable. Neither OWNER nor ENGINEER will be responsible for copies of the bid documentsobtained from sources other than from Duncan Parnell. Adetailed Soils Report and Environmental Management Plan are included in the Project Bid Manualappendices. As of the project advertisement date, these documents are under review by NCDEQ and areexpected to be finalized with minor revisions prior to Contract execution.The City of Monroe will hold a pre-bid meeting for interested bidders on January 29, 2026 at 2:00 P.M.onsite at the project location on Winchester Drive, Monroe NC (attendance is not mandatory).This is a formal bid. A bid security in the amount of five percent (5%) of the contract sum shall be submittedwith each bid. The bid security shall be in the form of a Cashier's Check or a Certified Check on a bank ortrust company insured by the Federal Deposit Insurance Corporation made payable to the order of the Cityof Monroe. In lieu of a Cashier's Check or a Certified Check, the bidder may submit cash or a bid bondexecuted by a Corporate Surety licensed in North Carolina to execute such bonds.All bidders are hereby notified that they must have proper licenses as required by State law at the time ofsubmittal of bids. The Bidder will provide his North Carolina General Contractor’s License Number,Classification(s), and Limits in the “Bidder Qualification Questionnaire” with his bid. Each bidder shallsubmit evidence that he, and all subcontractors to be used on this project, are prequalified with the NorthCarolina Department of Transportation (NCDOT) and shall sign the “Prequalification Certification” withhis bid.Bids may be held by the City of Monroe for a period not to exceed sixty (60) days from the date of theopening of bids for the purpose of reviewing the bids and investigating the qualifications of bidders, priorto awarding of the Contract. The City reserves the right to reject any or all bids and to waive any informalityin the bidding.The proposal form provided by the City of Monroe shall be used and shall not be taken apart oraltered. All bids must be in a sealed envelope clearly stamped or marked, “PROPOSED BID FORWINCHESTER AVENUE CULVERT REPLACEMENT. DO NOT OPEN UNTIL 2:00 P.M.FEBRUARY 12, 2026.” Bids can either be hand delivered to the Engineering Department at City Hall9located at 300 West Crowell Street or mailed to City of Monroe; Engineering Department; P.O.
